Abstract

Penelitian ini mengkaji fenomena kelangkaan beras premium di Indonesia pada Juni sampai Desember tahun 2025 yang menimbulkan kekhawatiran dan keresahan publik di tengah klaim pemerintah bahwa produksi beras nasional justru mengalami peningkatan signifikan. Penelitian bertujuan untuk mendeskripsikan dan menganalisis manajemen krisis Biro Komunikasi dan Layanan Informasi (Biro KLI) Kementerian Pertanian dalam menghadapi kelangkaan beras premium yang menyebar di media online. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus, pengumpulan data melalui wawancara mendalam terhadap empat informan dari Biro KLI Kementerian Pertanian, serta dianalisis menggunakan model analisis data Miles dan Huberman. Teori yang digunakan adalah Social Mediated Crisis Communication (SMCC) yang dikembangkan oleh Liu, Jin, Austin, dan Janoske (2017), yang mencakup lima komponen: asal krisis, tipe krisis, infrastruktur organisasi, strategi pesan, dan bentuk pesan. Hasil penelitian menunjukkan bahwa Biro KLI berhasil mengidentifikasi asal krisis sebagai faktor eksternal berupa distorsi distribusi oleh pihak yang diduga mafia pangan, dibuktikan dengan temuan anomali pergerakan 11.000 ton beras dari Pasar Induk Cipinang dalam satu hari. Tipe krisis dikategorikan ganda: berbasis korban dari sisi Kementerian dan disengaja dari pihak eksternal. Infrastruktur organisasi Biro KLI terbilang matang, mencakup sistem piket pemantauan isu, penggunaan tiga aplikasi monitoring terintegrasi (ISA, IMA, MAD), serta koordinasi eksternal dengan Bulog, Badan Pangan Nasional, INDEF, dan akademisi. Strategi pesan mengombinasikan pendekatan defensif justifikatif berbasis data BPS, dan tindakan nyata berupa sidak Menteri serta pelepasan beras SPHP. Bentuk pesan disesuaikan di media sosial serta rilis resmi di media online nasional. Kesimpulannya, manajemen krisis Biro KLI mencerminkan implementasi komprehensif model SMCC yang berhasil meredakan krisis dan memulihkan kepercayaan publik secara bertahap. Kata Kunci: Manajemen Krisis, Biro Komunikasi dan Layanan Informasi, Kelangkaan Beras Premium / This study examines the premium rice scarcity phenomenon in Indonesia from June until December 2025, which triggered widespread public concern and unrest, in which the government claimed that national rice production had significantly increased. This study aims to describe and analyze the crisis management carried out by the Bureau of Communication and Information Services of the Ministry of Agriculture in responding to the premium rice scarcity issue that spread across online media. A qualitative approach was employed using a case study method, with data collected through in depth interviews with four informants from Bureau of Communication and Information Services of the Ministry of Agriculture and analyzed using the Miles and Huberman data analysis model. The theoretical framework used is the Social Mediated Crisis Communication (SMCC) model developed by Liu, Jin, Austin, and Janoske (2017), encompassing five components: crisis origin, crisis type, organizational infrastructure, message strategy, and message form. The findings reveal that Bureau of Communication and Information Services successfully identified the crisis origin as an external factor involving distribution distortion by parties suspected of being food supply manipulators, evidenced by the anomalous movement of 11,000 tons of rice from the Cipinang Central Market within a single day. The crisis type was categorized as dual in nature: victim-based from the Ministry's perspective and intentional from external actors. Bureau of Communication and Information Services organizational infrastructure proved sufficiently mature, encompassing an issue-monitoring duty system, three integrated monitoring applications (ISA, IMA, and MAD), and external coordination with Bulog, the National Food Agency, INDEF, and academics. The message strategy combined a defensively justificative approach grounded in BPS data, and concrete actions including ministerial market inspections and the release of government subsidized rice (SPHP). Message forms were tailored to each platform on social media and press releases on national online media.
