Abstract

This study aims to examine the implementation of risk management planning in the construction project of a Palm Oil Mill at PT HPI. The primary problem faced by the company is delays during the project planning stage due to inadequate identification and mitigation of key risks associated with technical, social, and environmental aspects. This study employed a semi-quantitative approach. Primary data were collected through interviews and questionnaires involving ten professionals with more than eight years of experience in similar projects. Secondary data were obtained from company documents and relevant academic literature. The risk management planning framework was developed by integrating ISO 31000:2018 and the Project Management Body of Knowledge (PMBOK). The findings identified 14 potential risks during the initial design stage. The highest-priority risks included design specifications that did not align with the expected production output, delays in the planning process, and excessive licensing bureaucracy. Risk response strategies involving risk transfer, risk reduction, and risk avoidance proved effective in reducing project delays and cost overruns. This study provides a practical contribution through the development of a Risk Management Plan that can be applied by PT HPI and other companies undertaking similar projects. It also offers an academic contribution by proposing an integrated ISO 31000 and PMBOK model for risk management planning in construction projects. The proposed model may serve as a reference for future research and professional risk management practices.
