Abstract

Praktek perantara dalam pemilu seringkali melibatkan aktor non-formal yang berperan penting dalam mempengaruhi hasil pemilu melalui cara-cara yang melanggar hukum. Penelitian ini bertujuan untuk menganalisis efektifitas dan kendala penerapan regulasi tindak pidana pemilu dalam mengatasi aktor non formal dalam praktek perantara di Kabupaten Belitung. Studi ini menggunakan metode kualitatif dengan pendekatan deskriptif-analitis Data dikumpulkan melalui wawancara dan observasi mendalam. Informan adalah Masyarakat dan Bawaslu. Hasil penelitian menunjukkan penerapan regulasi tindak pidana pemilu dalam mengatasi aktor non-formal dalam praktek perantara belum sepenuhnya efektif karena kesulitan dalam pembuktian. Dalam upaya menegakkan integritas dan keadilan Pemilihan Umum di Kabupaten Belitung, terdapat tantangan besar terkait praktik politik uang yang melibatkan aktor non-formal sebagai perantara. Tantangan ini mencakup kedudukan aktor non-formal, faktor regulasi, bentuk pemberian politik uang yang tidak teridentifikasi sebagai kasus politik uang, serta rendahnya kesadaran politik masyarakat Kata Kunci: Aktor Non-Formal, Efektivitas, Penegakan Hukum, Pemilu, Praktek Perantara, Regulasi Tindak Pidana Pemilu, Transparansi. / ABTRACT Election intermediary practices often involve non-formal actors who play a significant role in influencing election outcomes through illegal means. This study aims to analyze the effectiveness and challenges of implementing electoral crime regulations in addressing non-formal actors in intermediary practices in Belitung Regency. The study uses a qualitative method with a descriptive-analytical approach. Data were collected through in-depth interviews and observations. Informants included the community and the Election Supervisory Committee (Bawaslu). The results indicate that the implementation of electoral crime regulations to address non-formal actors in intermediary practices has not been fully effective due to difficulties in proving allegations. In efforts to uphold the integrity and fairness of elections in Belitung Regency, there are significant challenges related to money politics practices involving non-formal actors as intermediaries. These challenges include the position of non-formal actors, regulatory factors, forms of money politics that are not identified as cases of electoral corruption, and the low political awareness of the community.
