Abstract

Pengelolaan Lingkungan Hidup diharapkan menjawab tantangan permasalahan lingkungan termasuk dalam hal ini adalah masalah pengelolaan sampah kota, tidak terkecuali analisis mengenai dampak lingkungan, keterlibatan dan peran serta Pemda, masyarakat, dan pihak-pihak yang terkait dalam relokasi pasar sementara Pasar Kranji Baru. Tugas penting dari aspek sosial Analisis Mengenai Dampak Lingkungan (AMDAL) di antaranya memobilisasi keterlibatan masyarakat dalam pengambilan keputusan. Pendekatan ini tidak memerlukan analisa yang baik karena lebih memerlukan keterampilan organisatoris, komunikasi, dan kemampuan untuk memahami sikap, kepercayaan, dan nilai dari warga masyarakat yang kemungkinan akan terkena dampak dari relokasi. Dalam perkembangannya, aspek sosial dalam AMDAL lebih dinamis dari perkembangan AMDAL itu sendiri. Penelitian ini dilakukan dengan menggunakan pendekatan deskriptif kualitatif, yang dilakukan di lokasi relokasi sementara Pasar Kranji Baru di Kelurahan Jakasampurna Kota Bekasi, dengan ruang lingkup masalah dampak lingkungan hidup, terutama yang berkaitan dengan aspek dampak lingkungan bidang sosial budaya. Variabel penelitian meliputi aspek sosial pengelolaan TPA, AMDAL, tanggapan, dan peran serta masyarakat yang dianalisis dari aspek sosial dan hukum. Kegiatan relokasi sementara Pasar Kranji Baru menggunakan beberapa teori yang dikemukakan oleh antara lain, Jeremy Bentham, Lawrance M. Friedman, dan John Rawls. Kemudian setelah dilakukan studi AMDAL sebagaimana dipersyaratkan dalam Undang-Undang Nomor 39 Tahun 2009 tentang Perlindungan dan Pengelolaan Lingkungan Hidup, serta beberapa Peraturan Perundangan lainnya dan Peraturan Menteri Lingkungan Hidup dan Kehutanan Nomor 4 Tahun 2021, walaupun penerapannya belum sempurna. Peran serta masyarakat sehubungan dengan AMDAL kegiatan relokasi sementara Pasar Kranji Baru seharusnya menjadi andil utama dalam menentukan sikap atas hal tersebut. Kata Kunci : Relokasi, Hukum, AMDAL./ Environmental Management is expected to answer the challenges of environmental problems, including in this case the problem of city waste management, including the analysis of environmental impacts, the involvement and participation of the Regional Government, the community, and other related parties in the temporary relocation of the New Kranji Market. Important tasks from the social aspect of Environmental Impact Analysis (AMDAL) include mobilizing community involvement in decision making. This approach does not require a good analysis as it requires more organizational skills, communication, and the ability to understand the attitudes, beliefs, and values of the people who are likely to be affected by relocation. In its development, the social aspect of AMDAL is more dynamic than the development of AMDAL itself. This research was conducted using a qualitative descriptive approach, which was carried out at the temporary relocation location of Kranji Baru Market in Jakasampurna Village, Bekasi City, with the scope of environmental impact issues, especially those related to environmental impact aspects in the socio-cultural field. Research variables include social aspects of TPA management, AMDAL, responses, and community participation which are analyzed from social and legal aspects. The temporary relocation of Pasar Kranji Baru uses several theories put forward by, among others, Jeremy Bentham, Lawrence M. Friedman, and John Rawls. Then after conducting an AMDAL study as required in Law Number 39 of 2009 concerning Environmental Protection and Management, as well as several other laws and regulations and Minister of Environment and Forestry Regulation Number 4 of 202, although the implementation is not yet perfect. The participation of the community in relation to the AMDAL of the temporary relocation of the Kranji Baru Market should play a major role in determining the attitude towards this matter.
