Abstract
The purpose of this research is to find out how the role of the United Nations High Commissioner for Refugees (UNHCR) in dealing with the problem of refugees, to describe how the condition of the refugees in Syria Turkey, explains how the role of the United Nations High Commissioner for Refugees (UNHCR) in dealing with the refugees in Syria Turkey. The United Nations High Commissioner for Refugees (UNHCR) is present as an international institution administered by the United Nations to address the problems of refugees. Problems in the research is the role of the United Nations High Commissioner for Refugees (UNHCR) for refugees in Syria against Turkey. His emerging conflicts in Syria has claimed many victims who then elicited a wave of refugees into other countries to seek refuge. Turkey became one of the countries to which becomes the destination for refugees with a considerable number. UNHCR as the organization that was formed to address the issue has role to be the initiator, facilitator, and determinator according to 1951 convention on the status of refugees. Type of this research is a descriptive analytical. Data presented is secondary data obtained through the study of literature and literature such as books, internet, etc. Analytical techniques used are qualitative analysis techniques. As for the benefits of this research is expected to provide knowledge to the wider community about the role of the United Nations High Commissioner of Refugees (UNHCR) and become additional literature to the development of the study of the relationship International.
