Abstract

Penelitian ini bertujuan untuk menganalisis representasi substantif perempuan dalam pengambilan keputusan internal Dewan Pimpinan Pusat (DPP) Partai NasDem Tahun 2024 serta mengidentifikasi faktor-faktor yang memengaruhi keterlibatan perempuan dalam proses pengambilan keputusan tersebut. Penelitian ini dilatarbelakangi oleh masih adanya kesenjangan antara keterwakilan perempuan secara formal yang telah memenuhi kuota 30 persen dengan pengaruh perempuan dalam menentukan arah kebijakan partai. Meskipun Partai NasDem dikenal memiliki komitmen terhadap peningkatan partisipasi perempuan, efektivitas keterlibatan perempuan dalam pengambilan keputusan strategis masih menjadi hal yang perlu dikaji lebih lanjut. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data diperoleh melalui wawancara mendalam, studi dokumentasi, dan studi pustaka. Informan penelitian terdiri dari pengurus DPP Partai NasDem yang terlibat dalam proses pengambilan keputusan internal partai. Analisis penelitian menggunakan teori representasi deskriptif dan representasi substantif dari Hanna Pitkin sebagai teori utama, yang didukung oleh konsep Politics of Presence dari Anne Phillips dan teori Iron Law of Oligarchy dari Robert Michels. Hasil penelitian menunjukkan bahwa perempuan di DPP Partai NasDem tidak hanya hadir sebagai pelengkap struktur organisasi, tetapi juga terlibat dalam berbagai forum pengambilan keputusan, penyusunan program, serta pengusulan kebijakan yang berkaitan dengan isu perempuan, lingkungan hidup, dan pemberdayaan masyarakat. Keterlibatan tersebut turut mendorong lahirnya sejumlah program dan kebijakan partai. Namun, pengaruh perempuan dalam pengambilan keputusan strategis masih menghadapi hambatan, seperti budaya patriarki, dominasi laki-laki pada posisi penting partai, serta belum meratanya pengakuan terhadap kontribusi perempuan. Penelitian ini menyimpulkan bahwa representasi perempuan di DPP Partai NasDem telah berkembang dari representasi deskriptif menuju representasi substantif, meskipun masih terdapat berbagai tantangan struktural dan kultural yang perlu diatasi. Kata Kunci: representasi substantif, perempuan, pengambilan keputusan, Partai NasDem, representasi politik. / This study aims to analyze the substantive representation of women in the internal decision-making process of the Central Executive Board (DPP) of the NasDem Party in 2024 and to identify the factors influencing women's involvement in the decision-making process. This research is motivated by the existing gap between women's formal representation, which has met the 30 percent quota requirement, and their actual influence in shaping party policies. Although the NasDem Party is recognized for its commitment to promoting women's participation in politics, the effectiveness of women's involvement in strategic decision-making remains an important issue for further examination. This study employs a qualitative method with a descriptive approach. Data were collected through in-depth interviews, documentation studies, and literature reviews. The research informants consisted of members of the NasDem Party's Central Executive Board who were involved in the party's internal decision-making process. The analysis is based on Hanna Pitkin's theories of descriptive and substantive representation as the main theoretical framework, supported by Anne Phillips' concept of the Politics of Presence and Robert Michels' Iron Law of Oligarchy. The findings indicate that women within the NasDem Party's Central Executive Board are not merely present as formal members of the organizational structure but are also actively involved in decision-making forums, program formulation, and policy proposals related to women's issues, environmental concerns, and community empowerment. Their involvement has contributed to the development of various party programs and policies. However, women's influence in strategic decision-making continues to face challenges, including patriarchal culture, male dominance in key party positions, and unequal recognition of women's contributions. This study concludes that women's representation within the NasDem Party's Central Executive Board has progressed from descriptive representation toward substantive representation, although structural and cultural obstacles remain significant challenges.
