Abstract
Penelitian ini bertujuan menganalisis tata kelola pemerintah daerah dalam mengendalikan peredaran produk Fast Moving Consumer Goods (FMCG) Malaysia ilegal di Kabupaten Nunukan sebagai wilayah perbatasan Indonesia-Malaysia. Maraknya peredaran produk FMCG ilegal dipengaruhi oleh kedekatan geografis, tingginya aktivitas perdagangan lintas batas, serta ketergantungan masyarakat terhadap produk Malaysia yang dinilai lebih mudah diperoleh dan memiliki harga yang kompetitif. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus. Data diperoleh melalui wawancara mendalam, observasi, dan dokumentasi. Analisis penelitian mengacu pada teori Border Governance Emmanuel Brunet-Jailly yang dipadukan dengan konsep Informal Cross-Border Trade dan konsep FMCG. Hasil penelitian menunjukkan bahwa tata kelola pemerintah daerah dalam mengendalikan peredaran produk FMCG Malaysia ilegal belum berjalan secara optimal. Hambatan utama meliputi lemahnya koordinasi antarinstansi, keterbatasan pengawasan di wilayah perbatasan, serta tingginya permintaan masyarakat terhadap produk impor ilegal. Kondisi tersebut menyebabkan peredaran FMCG ilegal tetap berlangsung dan berpotensi mengurangi daya saing produk dalam negeri serta penerimaan negara. Penelitian ini menegaskan bahwa penguatan koordinasi kelembagaan, peningkatan kapasitas pengawasan, sinergi dengan pemerintah pusat, dan pemberdayaan masyarakat perbatasan menjadi langkah strategis untuk mewujudkan tata kelola perbatasan yang efektif dalam mendukung kedaulatan ekonomi nasional. Kata kunci: Tata Kelola Perbatasan; FMCG Ilegal; Perdagangan Lintas Batas; Pemerintah Daerah Kabupaten Nunukan. / This study aims to analyze the role of local government governance in controlling the circulation of illegal Malaysian Fast Moving Consumer Goods (FMCG) in Nunukan Regency, a border area between Indonesia and Malaysia. The widespread distribution of illegal FMCG products is driven by geographical proximity, intensive cross-border trade activities, and the local community's dependence on Malaysian products, which are perceived as more accessible and competitively priced. This research employed a qualitative approach using a case study method. Data were collected through in-depth interviews, observation, and documentation. The analysis was based on Emmanuel Brunet-Jailly's Border Governance Theory, complemented by the concepts of Informal Cross-Border Trade and Fast Moving Consumer Goods (FMCG). The findings indicate that local government governance in controlling the circulation of illegal Malaysian FMCG products has not yet been implemented effectively. The main challenges include weak inter-agency coordination, limited supervision in border areas, and the high demand for illegally imported products among local communities. Consequently, the circulation of illegal FMCG products continues, potentially undermining the competitiveness of domestic products and reducing state revenue. This study concludes that strengthening institutional coordination, enhancing border surveillance capacity, fostering collaboration with the central government, and empowering border communities are strategic measures to establish effective border governance and support Indonesia's economic sovereignty.
