Abstract
Penelitian ini menganalisis bagaimana dua belas media daring membingkai peran Foreign Direct Investment (FDI) dalam proyek pembangunan Ibu Kota Nusantara (IKN). Dengan pendekatan kualitatif analisis framing terhadap 119 artikel periode 2022–2026, penelitian ini mengkaji dua variabel yaitu Framing IKN (positif, negatif, netral) dan Framing FDI (opportunity, dependency, realization, sovereignty). Kerangka teoritis yang digunakan adalah Teori Pembingkaian Media dan (Teori FDI melalui Paradigma OLI). Temuan menunjukkan bahwa framing media terpolarisasi menjadi tiga klister yaitu Klaster Suportif-Optimistik (Antara News, IDN Times, Kompas.com) yang mendominasi positive framing; Klaster Seimbang-Pragmatis (The Jakarta Post, VoA Indonesia, Media Indonesia, Detik.com, Bisnis Indonesia) yang berimbang; dan Klaster Kritis-Skeptis (CNBC Indonesia, Kumparan, Tempo.co, CNN Indonesia) yang mendominasi negative framing. Untuk variabel FDI, realization framing mendominasi di delapan media, mencerminkan kesenjangan antara komitmen investasi dan realisasi aktual dan hanya satu investor asing yang melakukan FDI langsung murni hingga akhir periode analisis. Opportunity framing tertinggi pada The Jakarta Post (50%), mengindikasikan kesenjangan narasi antara audiens internasional dan publik domestik. Variasi framing bersifat sistematis dan dapat dijelaskan melalui variabel struktural media: kepemilikan, model bisnis, dan target audiens, mengkonfirmasi bahwa konten media adalah outcome dari kondisi material produksi media. Temuan ini berimplikasi bagi strategi komunikasi OIKN dalam mengelola narasi tentang investasi asing di proyek pembangunan IKN secara lebih efektif dan tersegmentasi Kata Kunci: Framing Media, Foreign Direct Investment, Ibu Kota Nusantara, Media Daring, Analisis Framing / This study analyzes how twelve online media outlets frame the role of Foreign Direct Investment (FDI) in the Nusantara Capital City (IKN) development project. Using a qualitative framing analysis approach on 119 articles published between 2022 and 2026, this research examines two variables: IKN Framing (positive, negative, neutral) and FDI Framing (opportunity, dependency, realization, sovereignty). The theoretical framework integrates Media Framing Theory and FDI Theory through the OLI Paradigm. Findings reveal that media framing is polarized into three clusters: the Supportive-Optimistic Cluster (Antara News, IDN Times, Kompas.com) dominated by positive framing; the Balanced-Pragmatic Cluster (The Jakarta Post, VoA Indonesia, Media Indonesia, Detik.com, Bisnis Indonesia) showing balanced coverage; and the Critical-Skeptical Cluster (CNBC Indonesia, Kumparan, Tempo.co, CNN Indonesia) dominated by negative framing. For FDI framing, realization framing prevails across eight media outlets, reflecting the gap between investment commitments and actual realization only one foreign investor completed direct FDI without a joint venture structure by the end of the analysis period. Opportunity framing is highest at The Jakarta Post (50%), indicating a narrative gap between international and domestic audiences. Framing variation is systematic and explicable through structural media variables: ownership, business model, and target audience confirming that media content is an outcome of material conditions of media production. These findings have implications for OIKN's communication strategy in managing narratives about foreign investment in the IKN development project more effectively and in a segmented manner.
