Abstract

Fasilitas dan transportasi publik yang inklusif merupakan elemen krusial dalam mewujudkan Jakarta sebagai kota global yang ramah bagi seluruh lapisan masyarakat, termasuk penyandang difabel. Namun, dalam praktiknya masih terdapat ketimpangan signifikan antara regulasi ideal dengan realitas di lapangan. Skripsi karya ini membahas proses perancangan naskah video dokumenter jurnalistik berjudul "Langkah Terbatas di Kota yang Terlalu Cepat" yang menyoroti hambatan mobilitas fisik penyandang difabel saat mengakses layanan Bus Rapid Transit (BRT), khususnya pada rute layang Koridor 13. Metode penciptaan karya ini menerapkan strategi pembingkaian media (media framing) model Robert N. Entman.. Sebagai penulis naskah, struktur narasi dibangun secara sistematis menggunakan empat elemen framing Entman, yaitu: mendefinisikan masalah (define problems) terkait sulitnya aksesibilitas fisik, memperkirakan penyebab masalah (diagnose causes) berupa kelalaian pembangunan infrastruktur, membuat pilihan moral (make moral judgment) atas hak mobilitas yang terabaikan, dan menawarkan penyelesaian (treatment recommendation) berupa evaluasi kebijakan fasilitas publik. Fokus utama diarahkan pada proses seleksi dan penonjolan aspek (salience) untuk membenturkan klaim dari pemangku kebijakan, dalam hal ini Dinas Bina Marga DKI Jakarta, dengan fakta empiris yang dihadapi oleh penyandang difabel selaku pengguna akhir (end user). Hasil implementasi karya menunjukkan bahwa penerapan framing media dalam format soft news berhasil mengonstruksi alur cerita yang konfrontatif dan kritis tanpa mengeksploitasi kesedihan personal subjek. Melalui teknik visual seperti sudut pandang mata (point of view) kursi roda dan teknik wawancara mendalam (in-depth interview), dokumenter ini mampu menyelaraskan benturan narasi yang kontradiktif menjadi sebuah pesan advokasi yang kuat. Karya ini diharapkan dapat meningkatkan kesadaran sosial masyarakat serta menjadi bahan evaluasi bagi instansi pemerintah dalam membangun infrastruktur yang benar-benar inklusif dan mandiri bagi kelompok difabel. However, in practice, there remains a significant gap between ideal regulations and the reality on the ground. This project-based thesis discusses the scriptwriting process for a journalistic documentary video titled "Langkah Terbatas di Kota yang Terlalu Cepat" (Limited Steps in a City That Is Too Fast), which highlights the physical mobility barriers faced by disabled individuals when accessing Bus Rapid Transit (BRT) services, specifically on the elevated route of Corridor 13. The creative method applies Robert N. Entman’s media framing model. As the scriptwriter, the narrative structure was systematically constructed using Entman’s four framing elements: (defining problems) regarding the difficulty of physical accessibility, (diagnosing causes) in the form of negligence in infrastructure development, making moral judgments over neglected mobility rights, and offering (treatment recommendations) through the evaluation of public facility policies. The primary focus was directed toward the process of selection and salience to contrast the claims of policymakers—specifically the DKI Jakarta Highways Department (Dinas Bina Marga)—with the empirical facts faced by disabled individuals as end-users. The implementation results demonstrate that applying media framing within a soft news format successfully constructs a confrontational and critical storyline without exploiting the personal plight of the subjects. Through visual techniques such as a wheelchair point of view (POV) and in-depth interviews, this documentary effectively aligns contradictory narratives into a powerful message of advocacy. This work is expected to raise public social awareness and serve as an evaluation tool for government institutions in developing infrastructure that is truly inclusive and independent for the disabled community.
