Abstract

Penelitian ini bertujuan untuk menganalisis kesiapan guru dan kebijakan sekolah dalam menangani kasus kekerasan seksual pada siswa sekolah dasar negeri di Kecamatan Galang, Kabupaten Deli Serdang. Latar belakang penelitian ini didasarkan pada meningkatnya kasus kekerasan seksual terhadap anak di lingkungan sekolah yang menunjukkan adanya kesenjangan antara kebijakan perlindungan anak yang telah ditetapkan dan implementasinya di lapangan. Guru memiliki peran penting dalam penanganan kasus terhadap siswa, namun masih ditemukan minimnya kesiapan baik dalam diri guru secara kognitif, emosional, maupun perilaku. Selain itu, kebijakan sekolah terkait perlindungan anak belum sepenuhnya tersosialisasi dan terimplementasi secara efektif. Penelitian ini menggunakan pendekatan kualitatif deskriptif, yang melibatkan guru, dan kepala sekolah, sebagai informan kunci. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan analisis dokumen. Hasil penelitian menunjukkan bahwa kesiapan guru masih terbatas, terutama dalam hal pelatihan, keberanian bertindak, dan pemahaman prosedural. Sementara itu, kebijakan sekolah cenderung bersifat formalitas, dan belum sepenuhnya berjalan dengan baik. Penelitian ini merekomendasikan pentingnya penguatan kapasitas guru melalui pelatihan dan pendampingan, serta pengembangan kebijakan sekolah yang konkret dan terintegrasi. Implikasi dari studi ini diharapkan dapat mendorong terciptanya lingkungan belajar yang lebih aman dan responsif terhadap perlindungan anak dari kekerasan seksual. Kata kunci: kekerasan seksual, kesiapan guru, kebijakan sekolah, perlindungan anak, sekolah dasar. / This study aims to analyze the readiness of teachers and the implementation of school policies in handling cases of sexual violence against students in public elementary schools in Galang District, Deli Serdang Regency. The background of this research is based on the increasing number of child sexual violence cases occurring in school environments, revealing a gap between established child protection policies and their actual implementation in the field. Teachers play a crucial role in responding to such cases; however, many are still inadequately prepared in cognitive, emotional, and behavioral aspects. In addition, child protection policies in schools have not been fully disseminated or effectively implemented. This study employs a descriptive qualitative approach, involving teachers and school principals as key informants. Data were collected through in-depth interviews, observations, and document analysis. The findings indicate that teachers’ readiness remains limited, particularly in terms of training, confidence to act, and understanding of proper procedures. Meanwhile, school policies tend to be formalities and have not been fully operationalized. The study recommends strengthening teacher capacity through training and support, as well as developing concrete and integrated school policies. The implications of this study are expected to contribute to the creation of a safer and more responsive learning environment for child protection against sexual violence.
