Abstract

Komunikasi menjadi salah satu aspek paling penting dalam kehidupan sehari-hari dan berfungsi sebagai komponen kunci dalam keberhasilan organisasi dan pemerintahan. Di wilayah pedesaaan yang menghadapi keterbatasan sarana dan prasarana, seperti Desa Makalo di Kepulauan Mentawai, pola komunikasi perangkat desa mejadi sangat penting dalam menjamin efektivitas pelayanan masyarakat di tengah tantangan jarak jauh dan minimnya akses teknologi informasi. Desa ini memiliki kondisi infrastruktur yang belum memadai, termasuk akses jalan, jaringan komunikasi, dan fasilitas pelayanan publik, yang berdampak langsung pada lambatnya penyampaian informasi dan rendahnya pastisipasi masyarakat. Penelitian ini berfokus pada penerapan pola komunikasi yang dilakukan oleh perangkat Desa Makalo dalam Mengatasi Hambatan Sarana Prasarana dengan Pelayanan Masyarakat dan dengan tujuan penelitian ini adalah untuk mengetahui Penerapan Pola Komunikasi Perangkat Desa dalam Mengatasi Hambatan untuk pelayanan masyarakat secara optimal. Penelitian ini menggunakan pendekatan kualitatif deskriptif, yang bertujuan untuk mengungkap dealitas sosial melalui kata-kata, gambar, dan penjelasan mendalam. Teknik pengumpulan data dilakukan melalui purposive sampling dengan memilih informan berdasarkan kriteria yang relevan dengan fokus penelitian. Teori yang digunakan adalah teori kepemimpinan Situasional dari Hersey dan Blanchard, yang menekankan pentingnya penyesuaian gaya komunikasi dan kepemimpinan dengan kondisi sosial dan kesiapan masyarakat. hasil penelitian menunjukkan bahwa perangkat desa menerapkan pola komunikasi yang adaptif, berlapis, dan responsif terhadap hambatan geografis dan infrastruktur. Komunikasi dilakukan melalui pendekatan interpersonal, kelompok, serta pemanfaatan teknologi alternatif seperti Starlink untuk menjangkau wilayah yang sulit diakses. Kesimpulannya, pola komunikasi yang efektif, partisipasif, dan kontekstual merupakan kunci dalam meningkatkan kualitas pelayanan masyarakat, terutama di wilayah dengan tantangan geografis dan keterbatasan sarana prasarana seperti Desa makalo. In rural areas that face limited facilities and infrastructure, such as Makalo Village in the Mentawai Islands, the communication pattern of village officials becomes very important in ensuring the effectiveness of community services amid the challenges of long distance and lack of access to information technology. The village has inadequate infrastructure conditions, including road access, communication networks, and public service facilities, which have a direct impact on the slow delivery of information and low community participation. This research focuses on the application of communication patterns carried out by Makalo Village officials in Overcoming Infrastructure Barriers with Community Services and with the purpose of this study is to find out the Application of Communication Patterns of Village Officials in Overcoming Barriers to optimal community services. This research uses a descriptive qualitative approach, which aims to reveal social dealings through words, pictures, and in-depth explanations. The data collection technique was carried out through purposive sampling by selecting informants based on criteria relevant to the research focus. The theory used is Hersey and Blanchard's Situational leadership theory, which emphasizes the importance of adjusting communication and leadership styles to social conditions and community readiness. the results show that village officials apply communication patterns that are adaptive, layered, and responsive to geographical and infrastructure barriers. Communication is conducted through interpersonal and group approaches, as well as the use of alternative technologies such as Starlink to reach areas that are difficult to access. In conclusion, effective, participatory, and contextual communication patterns are key in improving the quality of community services, especially in areas with geographical challenges and limited infrastructure such as Makalo Village.
