Abstract

Sebagai manusia sangat tentu memiliki keterbatasan khusus pada penyandang disabilitas di Kota Jakarta Pusat sangat banyak sekali sebanyak 2302 pada tahun 2021 orang yang harus dipenuhi haknya sebagimana hak yang diterima masyarakat normal maka fasilitas umum, pekerjaan, pelayanan publik, pendidikan dan ketenagakerjaan harus terpenuhinya hak Penyandang disabilitas. Namun dengan Peraturan Gubernur Kota DKI Jakarta No 28 Tahun 2021 Tentang Kedudukan, Susunan Organisasi, Tugas Dan Fungsi, Serta Tata Kerja Dinas Sosial, Pengendalian Penduduk Dan Keluarga Berencana, Pemberdayaan Perempuan Dan Perlindungan Anak diharapkan dapat mengakomodir Implementasi Undang-Undang No 8 Tahun 2016 Tentang Penyandang Disabilitas Dalam Rangka Mendukung Perolehan Hak Aksesbilitas Di Kota Jakarta Pusat . Penelitian ini mengambil metode penelitian yuridis empiris atau sosiologis. Cara pengambilan data kepustakaan (Perundang-undangan) serta data dilapangan dengan tehnik wawancara dan dokumentasi selanjutnya memberikan telah, yang dapat berarti menentang, mengkritik, mendukung, mencari, menambah atau memberi komentar dan kemudian membuat suatu kesimpulan terhadap hasil penelitian dengan pikiran sendiri dan bantuan teori yang telah dikuasinya. Dari hasil penelitian ini dapat disimpulkan bahwa dalam pemenuhan hak aksesbilitas bagi penyandang disabilitas Dinas Pekerjaan Umum Jakarta Pusat telah beberapa pembangunan, fasilitas, mengenai hak akses bagi penyandang disabilitas seperti pembanguan Trotoar, kendaraan umum, TransJakarta, dll sangat kurang memadai dan perlu ditingkatkan lagi pelayanan dan fasilitas yang harus di sediakan bagi penyandang disabilitas. / As a human being, of course, there are very many special limitations on people with disabilities in the City of Central Jakarta, as many as 2302 in 2021 people who must be fulfilled their rights as rights received by normal people, public facilities, jobs, public services, education and employment must be fulfilled the rights of persons with disabilities. However, with the Regulation of the Governor of the City of DKI Jakarta No. 28 of 2021 concerning the Position, Organizational Structure, Duties and Functions, as well as the Work Procedures of the Social Service, Population Control and Family Planning, Women's Empowerment and Child Protection, it is hoped that it can accommodate the Implementation of Law No. 8 of 2016 concerning Persons with Disabilities in Order to Support the Acquisition of Accessibility Rights in the City of Central Jakarta. This research takes empirical or sociological juridical research methods. How to take literature data (legislation) and data in the field with interview techniques and documentation then provide it has, which can mean opposing, criticizing, supporting, seeking, adding or commenting and then making a conclusion to the results of the research with one's own mind and the help of the theory that has been curated. From the results of this study, it can be concluded that in fulfilling the right of accessibility for persons with disabilities, the Central Jakarta Public Works Office has several developments, facilities, regarding access rights for persons with disabilities such as pavement construction, public transportation, TransJakarta, etc. are very inadequate and need to be improved again the services and facilities that must be provided for persons with disabilities.
