Abstract

Indonesia dan Korea Selatan telah menjalin hubungan kerja sama pada tahun 1968. Untuk memperluas dan memperdalam hubungan bilateral, maka kedua belah pihak sepakat untuk menandatangani Memorandum of Understanding (MoU), tentang pembentukan komite bersama untuk kerja sama bidang E-Government dan reformasi birokrasi dengan antara Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi dengan Minister of the Interior and Safety (MOIS) yang dilandasi dengan Instruksi Presiden Nomor 6 Tahun 2003 tentang kebijakan dan strategi nasional pengembangan e-government. Untuk memahami kerja sama Indonesia dan Korea Selatan, penelitian ini menggunakan teori cross-regionalism dari Saori Katada. Penelitian ini merupakan penelitian kualitatif yang memanfaatkan data primer yang diperoleh dari hasil narasumber asli atau pertama dan data sekunder yang diperoleh dari artikel jurnal, buku dan media online. Hasil penelitian menunjukkan bahwa keberlanjutan dalam semua dimensi dalam rangka mewujudkan stabilitas dan kesejahteraan kedua negara yang bermanfaat bagi negara dalam politik, ekonomi dan sosial budaya./ Indonesia and South Korea had established a cooperative relationship in 1968. In order to broaden and deepen bilateral relations, the two parties agreed to sign a Memorandum of Understanding (MoU), regarding the establishment of a joint committee for cooperation in the field of E-Government and bureaucratic reform with between Minister of State Apparatus Empowerment and Bureaucratic Reform with the Minister of the Interior and Safety (MOIS) which is based on Presidential Instruction Number 6 of 2003 concerning national policy and strategy for e- government development. To understand the cooperation between Indonesia and South Korea, this study uses the cross-regionalism theory of Saori Katada. This research is a qualitative research that utilizes primary data obtained from the results of original or first sources and secondary data obtained from journal articles, books and online media. The results of the research show that sustainability in all dimensions in order to realize the stability and prosperity of the two countries is of benefit to the country in politics, economy and socio-culture.
