Abstract

Aplikasi yang dikeluarkan oleh Badan Kebijakan Pengadaan Barang/Jasa Pemerintah saat ini digunakan oleh Sistem Pengadaan Barang/Jasa Pemerintah. Sistem Pengadaan Secara Elektronik (SPSE) adalah mekanisme utama penerapan aplikasi ini, yang merupakan layanan manajemen TI. Dalam hal membeli pasokan dan layanan, setiap lembaga pemerintah memiliki sistem pengadaan elektroniknya sendiri. Tak terkecuali Kementerian Hukum dan HAM juga menggunakan Sistem Pengadaan Secara Elektronik untuk memilih penyedia barang dan jasa. Kementerian Hukum dan Hak Asasi Manusia menggunakan Sistem Pengadaan Secara Elektronik sendiri, yang berbeda dengansistem terpusat yang digunakan oleh instansi pemerintah lainnya di daerah. Di bidang keimigrasian, Direktorat Jenderal Imigrasi Kementerian Hukum dan HAM melaksanakan tanggung jawabnya dalam pelayanan dan penegakan hukum. Direktorat Jenderal Imigrasi membantu pelanggannya dengan menerbitkan Surat Perjalanan Republik Indonesia yang diperlukan untuk perjalanan domestik dan internasional oleh warga negara Indonesia. Keluaran Pengadaan Surat Perjalanan merupakan salah satu bentuk pemenuhan Hak Asasi Manusia untuk berpindah-pindah, bepergian, dan mencari pekerjaan/penghidupan yang lebih layak, sehingga proses pelayanan surat perjalanan ini menjadi sangat penting. Kata Kunci: Sistem Pengadaan Secara Elektronik (SPSE), Pengadaan Barang/Jasa Pemerintah, Keimigrasian, Dokumen Perjalanan. / An application issued by the Government Goods/Services Procurement Policy Agency is currently used by the Government Goods/Services Procurement System. The Electronic Procurement System (SPSE) is the primary mechanism by which this application, which is an IT management service, is put into action. When it comes to buying supplies and services, every government agency has its own electronic procurement system. The Ministry of Law and Human Rights is no exception use the Electronic Procurement System to select providers of goods and services. The Ministry of Law and Human Rights uses its own Electronic Procurement System, which is distinct from the centralized system used by other government agencies in the region. In the area of immigration, the Directorate General of Immigration of the Ministry of Law and Human Rights carries out its responsibilities in service and law enforcement. The Directorate General of Immigration helps its customers by issuing Republic of Indonesia Travel Documents, which are necessary for domestic and international travel by Indonesian citizens. The output of the Procurement of Travel Documents is a form of fulfillment of Human Rights to move around, travel, and seek a more decent job/livelihood, making this process of obtaining travel documents very important.\ Keywords: Electronic Procurement System (SPSE), Procurement Government Goods/Services, Immigration, Travel Documents
