Abstract

Penelitian ini dilatarbelakangi oleh hadirnya pandemi Covid-19 di Indonesia yang menyebabkan terganggunya sektor utama Indonesia dibidang ekonomi dan kesehatan. Akibat gangguan pada sektor tersebut pemerintah Indonesia berusaha mencari solusi dalam upaya menghambat penyebaran virus tersebut, adapun yang dilakukan oleh pemerintah Indonesia, yaitu mengadakan kerjasama dengan Tiongkok untuk melakukan diplomasi kesehatan. Kerjasama ini menciptakan spekulasi pro-kontra pada sebagian masyarakat Indonesia, apakah kerjasama tersebut dapat menimbulkan ancaman bagi Indonesia atau tidak. Hal tersebut akan dibahas lebih lanjut dalam skripsi ini. Adapun skripsi ini dibuat peneliti untuk mengetahui sejauh mana dampak pandemi Covid-19 terhadap hubungan kerjasama ekonomi dan politik Indonesia-Tiongkok melalui diplomasi kesehatan periode 2020-2021. Kemudian dalam penelitian ini, peneliti menggunakan metodologi kualitatif deskriptif dengan konsep diplomasi kesehatan, hegemoni, dan ekonomi politik internasional, serta keamanan non-tradisional. Pada metode dan konsep ini peneliti akan menggunakan data sekunder. Dari data-data tersebut peneliti akan menunjukan bahwa terdapat dampak pandemi Covid-19 terhadap hubungan kerjasama ekonomi dan politik Indonesia-Tiongkok Periode 2020-2021, yaitu bagi Tiongkok, Tiongkok dapat memperbaiki citranya di mata global dimana Tiongkok merupakan negara awal terjadinya penyebaran Covid-19, Tiongkok dapat mempertahankan hegemoninya di Indonesia, dan Tiongkok juga dapat mengembalikan masa kejayaannya dengan memanfaatkan peluang yang ada saat pandemi Covid-19. Adapun dampak bagi Indonesia antara lain, Indonesia mendapatkan bantuan obat-obatan antivirus, alat-alat kesehatan, seperti masker, ventilator, dan alat pelindung, serta jaminan ketersediaan vaksin Covid-19 karena Tiongkok merupakan negara pembuat vaksin Covid-19./ This research is motivated by the presence of the Covid-19 pandemic in Indonesia which has disrupted Indonesia's main sectors in the economic and health sectors. As a result of the disruption to the sector, the Indonesian government is trying to find a solution in an effort to prevent the spread of the virus, while what the Indonesian government has done is to cooperate with Tiongkok to carry out health diplomacy. This collaboration creates pro and con speculation among some Indonesian people as to whether this cooperation can pose a threat to Indonesia or not. This will be discussed further in this thesis. This thesis was made by researchers to determine the extent of the impact of the Covid-19 pandemic on Indonesia-Tiongkok economic and political cooperation through health diplomacy for the 2020-2021 period. Then in this study, the researcher uses a descriptive qualitative methodology with the concepts of health diplomacy, hegemony, and international political economy, as well as non-traditional security. In this method and concept the researcher will use secondary data. From these data, the researcher will show that there is an impact of the Covid-19 pandemic on Indonesia-Tiongkok economic and political cooperation for the 2020-2021 period, namely for Tiongkok, Tiongkok can improve its image in the global eye where Tiongkok is the initial country for the spread of Covid-19, Tiongkok can maintain its hegemony in Indonesia, and Tiongkok can also restore its former glory by taking advantage of the opportunities that exist during the Covid-19 pandemic. As for the impact for Indonesia, among others, Indonesia received assistance with antiviral drugs, medical equipment, such as masks, ventilators, and protective equipment, as well as guarantees for the availability of the Covid-19 vaccine because Tiongkok is the country that produces the Covid-19 vaccine
