Singgih Sasongko, S.IP., M.Si F. “Analisis Proses Manajemen Humas untuk Program Mandatori Biodiesel pada Humas Kementerian Energi dan Sumber Daya Mineral” Bahan bakar minyak (BBM) memegang posisi yang sangat dominan dalam pemenuhan kebutuhan energi nasional. Kondisi demikian terjadi akibat kebijakan subsidi bahan bakar minyak sebagai pemacu percepatan pertumbuhan ekonomi. Suatu kenyataan yang tidak dapat dipungkiri bahwa produksi minyak bumi Indonesia mengalami penurunan akibat semakin menipisnya cadangan energi fosil. Melihat hal tersebut, maka pemerintah berupaya meningkatkan penggunaan energi baru yang telah ada demi tercapainya target yang diharapkan pada tahun 2050 mendatang, termasuk upaya menjalankan salah satu program pemerintah yang dinamakan “Program Mandatori Biodiesel”. Tujuan penelitian ini untuk mengetahui dan menganalisis secara spesifik proses manajemen humas yang dilakukan oleh humas Kementerian Energi dan Sumber Daya Mineral dalam menjalankan Program Mandatori Biodiesel, juga untuk mengetahui bagaimana humas Kementerian Energi dan Sumber Daya Mineral dalam mempublikasikan Program Mandatori Biodiesel kepada publik. Teori yang digunakan dalam penelitian ini adalah pendekatan empat langkah pemecahan masalah humas Cutlip, Center dan Broom. Keempat langkah itu yaitu, menentukan masalah (defining the problem), perencanaan dan penyusunan program (planning and programming), melakukan tindakan dan berkomunikasi (taking action and communicating) dan evaluasi program (evaluating the program). Hasil dari penelitian tersebut menunjukkan bahwa Kementerian Energi dan Sumber Daya Mineral melakukan proses manajemen yang berfokus pada komunikasi. Secara teknis hal tersebut dilakukan oleh lembaga lain di bawah naungan Kementerian Energi dan Sumber Daya Mineral. Dalam mempublikasikan program tersebut, Humas Kementerian Energi dan Sumber Daya Mineral melakukannya secara online maupun offline dan dampak yang dihasilkan adalah masyarakat mendukung keberadaan Program Mandatori Biodiesel. Singgih Sasongko, S.IP., M.Si F. “The Analysis of Public Relations Management Process for Biodiesel Mandatory Program on Public Relations Ministry of Energy and Mineral Resources" Fuel oil (BBM) holds a very dominant position in meeting national energy needs. Such conditions occur due to the policy of subsidizing fuel oil as a boost to accelerate economic growth. It is undeniable that Indonesia's petroleum production has decreased due to the depletion of fossil energy reserves. Seeing this, the government is trying to increase the existing use of new energy in order to achieve the expected target in 2050, including efforts to run one of the government's programs called "Mandatory Biodiesel Program". The purpose of this research is to find out and analyze the specifics of the public relations management process carried out by the public relations of the Ministry of Energy and Mineral Resources in running the Biodiesel Mandatory Program, as well as to find out how the public relations of the Ministry of Energy and Mineral Resources in publishing the Mandatory Biodiesel Program to the public. The theory used in this study is a four-step approach to problem solving public relations Cutlip, Center and Broom. The four steps are determining the problem, planning and programming, taking action and communicating and evaluating the program. The results of the study showed that the Ministry of Energy and Mineral Resources conducts a management process that focuses on communication. Technically this is done by other institutions under the auspices of the Ministry of Energy and Mineral Resources. In publishing the program, public relations of the Ministry of Energy and Mineral Resources did it online and offline and the resulting impact is the community supports the existence of mandatory biodiesel program.
