Abstract
Amerika Serikat menjadikan demokrasi sebagai nilai fundamental dalam kehidupan berbangsa dan bernegara, hingga nilai demokrasi pun disebarkan melalui lembaga bantuan asing disebut USAID (United States Agency for International Development), bertujuan untuk membantu negara-negara berkembang dalam pembangunan sosial termasuk Indonesia. Salah satu Program USAID yang berada di Indonesia adalah CEGAH sebagai upaya anti korupsi, bekerja sama dengan Kementerian Hukum dan HAM RI. Peneliti menganalisis implementasi Proyek CEGAH di Indonesia sebagai upaya pembangunan sosial sesuai dengan misi Amerika Serikat. Untuk memahami fenomena tersebut, konsep kebijakan luar negeri oleh K.J. Holsti dan konsep Demokrasi oleh Larry Diamond digunakan untuk melihat skala keberhasilan kebijakan tersebut. Selain itu, konsep korupsi dari Max Weber juga digunakan untuk memahami budaya korupsi yang berkembang di masyarakat. Penelitian kualitatif ini mendapatkan data melalui pihak terkait seperti USAID dan Kemenkumham. Data sekunder lainnya diperoleh dari jurnal, buku dan media online. Hasil penelitian menunjukkan bahwa dari tiga tujuan yang ingin dicapai melalui Proyek CEGAH, inisiatif masyarakat terhadap akuntabilitas meningkat pesat, sedangkan efektivitas sektor keadilan dan lembaga pencegahan korupsi di Indonesia mengalami sedikit kemajuan Kata Kunci : Amerika Serikat; Anti Korupsi; USAID; Indonesia; Proyek CEGAH / The United States of America makes democracy as a fundamental value in the life of the nation and state, so that the value of democracy is spread through a foreign aid agency called USAID (United States Agency for International Development), aiming to help developing countries in social development including Indonesia. One of the USAID programs in Indonesia is CEGAH as an anti-corruption effort, in collaboration with the Indonesian Ministry of Law and Human Rights. Researcher analyzed the implementation of the CEGAH Project in Indonesia as a social development effort in accordance with the United States mision. To understand this phenomenon, the concept of foreign policy by K.J. Holsti and the concept of Democracy by Larry Diamond are used to see the scale of the success of the policy. In addition, the concept of corruption by Max Weber is also used to understand the culture of corruption that develops in society. This qualitative research obtained data through related parties such as USAID and the Ministry of Law and Human Rights. Other secondary data obtained from journals, books and online media. The results showed that of the three goals to be achieved through the CEGAH Project, community initiatives towards accountability increased rapidly, while the effectiveness of the justice sector and corruption prevention agencies in Indonesia experienced little progress.
