Abstract

Sistem desentralisasi pendidikan telah mewajibkan partisipasi masyarakat guna meningkatkan mutu pendidikan. Karena itu, sangat dibutuhkan kerjasama antara pihak sekolah, masyarakat melalui komite sekolah dan orangtua siswa. Jika kerjasama ketiga pihak tersebut terjalin dengan baik, maka akan tercipta rasa memiliki serta turut bertanggungjawab masyarakat dan orangtua dalam upaya meningkatkan mutu pendidikan di sekolah. Dengan demikian, partisipasi komite sekolah dan orangtua dalam meningkatan mutu pendidikan di sekolah serta usaha kepala sekolah dalam memberikan kesempatan atau peluang kepada komite sekolah dan orangtua siswa untuk partisipasi sangat diperlukan. Tesis ini bertujuan mendeskripsikan partisipasi komite sekolah dan orangtua dalam meningkatan mutu pendidikan di sekolah serta usaha kepala sekolah dalam memberikan kesempatan atau peluang kepada komite sekolah dan orangtua siswa untuk partisipasi meningkatkan mutu pendidikan di SD YPK Fakfak. Metode penelitian yang digunakan adalah metode deskriptif kualitatif dengan jenis penelitian fenomenologi. Dari hasil penelitian, disimpulkan bahwa: (1) Partisipasi komite sekolah terealisasi dalam bentuk memberikan pertimbangan terhadap penentuan dan pelaksanaan kebijakan pendidikan, menggalang dana dan sumber daya pendidikan lainnya, mengawasi pelayanan pendidikan terutama sarana prasarana dan ketenagaan, serta menindaklanjuti aspirasi masyarakat terutama orangtua siswa. (2) Partisipasi orangtua siswa terwujud dalam aspek perencanaan, pelaksanaan dan evaluasi program sekolah. (3) Usaha kepala sekolah dalam memberikan kesempatan atau peluang kepada komite sekolah dan orangtua siswa untuk partisipasi diwujudkan dengan cara melibatkan komite sekolah dan orantua dalam perencanaan, pelaksanaan dan evaluasi program sekolah, melibatkan ketua komite sekolah dalam pengesahan RKAS, membangun komunikasi yang harmonis antara sekolah dengan komite sekolah dan orangtua, serta menerapkan transparansi keuangan sekolah. Kata Kunci: Partisipasi masyarakat, komite sekolah, orangtua siswa, dan kepala sekolah./ The decentralization system of education has obliged the participation of the community to improve the quality of education, because it is much needed cooperation beetwen the school, community through the school committee and parents of students. If the cooperation of the three parties is well established then it will create a sense of belonging and also responsibilities of community and parents of students in an effort to improve the quality of education in schools. Threfore, the participation of school committees and parents of students in improving the quality of education in schools as well as the efforts of principals in providing opportunities to school committees and parents of students to participate is urgently needed. This thesis, aims to describe the participation of school committees and parents of student in improving the quality of education in school and principals efforts in providing opportunities to school committees and parents of students to participate in improving the quality of education at YPK Fakfak Primary School. Research method that is used is the descriptive qualitative method with the type of Phenomenological research. The result of study concluded that (1) The participation of school committees was realized in terms of giving consideration to the determination and implementation of education policy, raising funds and other education resources, overseeing educational services, especially pre-facilities and school administration personnel, and follow up the aspirations of the community, especially parents of students. (2) Parental participation is manifested in the planning, implementation, and evaluation aspects of school programs. (3) The principal’s efforts in providing opportunities to school committees and parents for participate are manifested by involving school committees and parents of students in the planning, implementation and evaluation of school programs, involving school committee leaders in RKAS endorsement, establishing communication harmonious between school with school committees and parents of student and implementing financial transparency of school.
