Abstract

Penelitian ini bertujuan untuk menganalisis harmonisasi hukum antara regulasi nasional dengan standar internasional guna menghadapi ancaman krisis pangan global dan perubahan iklim. Rumusan masalah dalam kajian ini memfokuskan pada sejauh mana UU No. 18 Tahun 2012 tentang Pangan selaras dengan prinsip-prinsip Sustainable Food Security dari FAO, serta bagaimana harmonisasi peraturan nasional dengan Sustainable Development Goals (SDGs) diterapkan dalam konteks hukum lingkungan internasional. Penelitian ini menggunakan dua kerangka teori utama: Teori Harmonisasi untuk meninjau penyelarasan norma hukum agar tidak terjadi tumpang tindih, serta Teori Keadilan Sosial Ekologis yang menekankan keseimbangan antara pemanfaatan sumber daya dan kelestarian lingkungan. Hasil penelitian menunjukkan bahwa meski UU Pangan telah mengadopsi pilar ketersediaan, aksesibilitas, pemanfaatan, dan stabilitas, masih terdapat kelemahan dalam sinkronisasi norma dan perlindungan hak masyarakat adat. Isi penelitian menekankan pentingnya pendekatan agroekologi dan integrasi prinsip kehati-hatian guna mewujudkan sistem pangan yang tangguh. Kesimpulannya, penguatan kedaulatan pangan lokal melalui reformasi hukum berbasis SDGs sangat krusial untuk menjamin keadilan bagi generasi mendatang dan perlindungan ekosistem di Indonesia./ This research aims to analyze the legal harmonization between national regulations and international standards in addressing the threats of the global food crisis and climate change. The research problems focus on the extent to which Law No. 18 of 2012 concerning Food aligns with the principles of Sustainable Food Security established by the FAO, and how the harmonization of national regulations with the Sustainable Development Goals (SDGs) is implemented within the perspective of international environmental law. The study employs two primary theoretical frameworks: Harmonization Theory, to examine the alignment of legal norms and prevent overlapping regulations, and Ecological Social Justice Theory, which emphasizes the balance between resource utilization and environmental preservation. The research findings indicate that while the Food Law has adopted the pillars of availability, accessibility, utilization, and stability, weaknesses remain in norm synchronization and the protection of indigenous peoples' rights. The content highlights the importance of an agroecological approach and the integration of the precautionary principle to achieve a resilient food system. In conclusion, strengthening local food sovereignty through legal reform based on the SDGs is crucial to ensuring justice for future generations and the protection of ecosystems in Indonesia.
