Abstract
Pembangunan Grand Ethiopian Renaissance Dam (GERD) di Sungai Nil telah memunculkan konflik antara Ethiopia, Mesir, dan Sudan akibat perbedaan kepentingan dalam pemanfaatan sumber daya air lintas batas. Ethiopia memandang GERD sebagai sarana pembangunan ekonomi dan ketahanan energi, sedangkan Mesir dan Sudan mengkhawatirkan dampaknya terhadap ketersediaan air Sungai Nil. Penelitian ini bertujuan untuk menganalisis dinamika resolusi konflik antara Mesir, Ethiopia, dan Sudan dalam pembangunan GERD melalui pemberitaan media internasional. Penelitian ini menggunakan teori Framing Robert M. Entman (1993), yang meliputi define problems, diagnose causes, make moral judgment, dan treatment recommendation, serta teori Resolusi Konflik Johan Galtung (1996) yang mencakup konsep negative peace, positive peace, structural violence, dan conflict transformation. Metode yang digunakan adalah penelitian kualitatif dengan pendekatan analisis isi terhadap 44 artikel media internasional dan regional yang membahas konflik GERD. Hasil penelitian menunjukkan bahwa sebagian besar media membingkai GERD sebagai ancaman terhadap keamanan air, sementara akar konflik banyak dikaitkan dengan perebutan sumber daya air dan warisan perjanjian kolonial. Dari perspektif resolusi konflik, mayoritas artikel masih menunjukkan kondisi negative peace yang ditandai ketegangan diplomatik dan kebuntuan negosiasi. Namun, sebagian artikel juga menunjukkan kecenderungan menuju positive peace melalui diplomasi, kerja sama regional, mediasi internasional, dan pembangunan kepercayaan antarnegara. Kata Kunci: Grand Ethiopian Renaissance Dam (GERD); Sungai Nil; Framing Media; Resolusi Konflik; Keamanan Air. / The construction of the Grand Ethiopian Renaissance Dam (GERD) on the Nile River has generated conflict among Ethiopia, Egypt, and Sudan due to differing interests in the utilization of transboundary water resources. Ethiopia views the GERD as a means of promoting economic development and energy security, while Egypt and Sudan have expressed concerns about its potential impact on the availability of Nile River water. This study aims to analyze the dynamics of conflict resolution among Egypt, Ethiopia, and Sudan in the development of the GERD through international media coverage. This research employs Robert M. Entman’s Framing Theory (1993), which includes define problems, diagnose causes, make moral judgment, and treatment recommendation, as well as Johan Galtung’s Conflict Resolution Theory (1996), which encompasses the concepts of negative peace, positive peace, structural violence, and conflict transformation. The study uses a qualitative method with a content analysis approach to examine 44 articles from international and regional media outlets discussing the GERD conflict. The findings indicate that most media outlets frame the GERD as a threat to water security, while the roots of the conflict are largely associated with competition over water resources and the legacy of colonial-era agreements. From a conflict resolution perspective, the majority of articles reflect a condition of negative peace, characterized by diplomatic tensions and negotiation deadlocks. However, several articles also demonstrate a tendency toward positive peace through diplomacy, regional cooperation, international mediation, and trust-building efforts among the states involved.
