Abstract
ABSTRAK Kabupaten Biak Numfor merupakan salah satu daerah di Provinsi Papua yang memiliki potensi sumber daya perikanan yang besar, khususnya ikan tuna yang menjadi komoditas unggulan ekspor. Letak geografis Kabupaten Biak Numfor yang berada di kawasan Samudera Pasifik menjadikan wilayah ini memiliki potensi perikanan tuna yang cukup tinggi dan berpeluang untuk diperdagangkan ke pasar internasional, terutama Jepang sebagai salah satu negara konsumen tuna terbesar di dunia. Penelitian ini bertujuan untuk menganalisis pengaruh kerja sama perdagangan ikan tuna antara Indonesia dan Jepang terhadap perkembangan ekonomi perikanan Kabupaten Biak Numfor pada periode 2022–2024. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data melalui studi pustaka, dokumentasi, dan wawancara dengan pihak terkait. Analisis penelitian menggunakan Teori Perdagangan Internasional (New Trade Theory) yang dikemukakan oleh Paul Krugman. Hasil penelitian menunjukkan bahwa kerja sama perdagangan tuna Indonesia–Jepang memberikan pengaruh positif terhadap perkembangan ekonomi perikanan Kabupaten Biak Numfor. Hal ini ditunjukkan oleh peningkatan volume ekspor tuna dari sekitar 55 ton pada tahun 2022 menjadi 166,4 ton pada tahun 2023. Peningkatan aktivitas ekspor tersebut mendorong berkembangnya kegiatan ekonomi pada sektor penangkapan, pengolahan, penyimpanan, dan distribusi hasil perikanan. Keberadaan PT Indo Numfor Pasifik sebagai Unit Pengolahan Ikan (UPI), Sentra Kelautan dan Perikanan Terpadu (SKPT) Biak, serta Koperasi Produsen Samber Binyeri Maju (KSBM) turut mendukung proses ekspor tuna dari nelayan hingga pasar Jepang. Selain itu, hasil wawancara menunjukkan bahwa aktivitas ekspor tuna berkontribusi terhadap penyerapan tenaga kerja pada sektor penangkapan dan pengolahan ikan serta membantu mengurangi pengangguran di masyarakat pesisir. Namun demikian, penghentian ekspor pada periode tertentu berdampak pada menurunnya aktivitas ekonomi perikanan dan menghambat keberlanjutan manfaat ekonomi yang diperoleh masyarakat. Dengan demikian, kerja sama perdagangan tuna Indonesia Jepang terbukti berkontribusi terhadap perkembangan ekonomi perikanan Kabupaten Biak Numfor, meskipun masih menghadapi berbagai tantangan dalam pelaksanaannya. Kata Kunci: Kerja Sama Perdagangan, Ikan Tuna, Indonesia–Jepang, Ekonomi Perikanan, Kabupaten Biak Numfor. / ABSTRACT Biak Numfor Regency is a region in Papua Province with significant fishery resource potential, particularly regarding tuna, which serves as a key export commodity. Its geographical location in the Pacific Ocean region grants Biak Numfor Regency high potential for tuna fisheries and opportunities to access international markets most notably Japan, one of the world's largest tuna consumers. This study aims to analyze the impact of tuna trade cooperation between Indonesia and Japan on the development of the fishery economy in Biak Numfor Regency during the 2022–2024 period. The study employs a qualitative method, utilizing data collection techniques such as literature reviews, documentation analysis, and interviews with relevant stakeholders, this analysis is based on the International Trade Theory proposed by Paul Krugman. The findings indicate that the Indonesia–Japan tuna trade cooperation has positively influenced the fishery economy of Biak Numfor Regency. This is evidenced by the increase in tuna export volume from approximately 55 tons in 2022 to 166.4 tons in 2023. This surge in export activity has stimulated economic growth across the harvesting, processing, storage, and distribution sectors of the fishery industry. Key entities—such as PT Indo Numfor Pasifik (a Fish Processing Unit), the Biak Integrated Marine and Fishery Center (SKPT), and the Samber Binyeri Maju Producer Cooperative (KSBM)—have further supported the tuna export chain, facilitating the flow of products from local fishermen to the Japanese market. Additionally, interview results reveal that tuna export activities have contributed to labor absorption in the harvesting and processing sectors and helped alleviate poverty within coastal communities. However, export bans imposed during certain periods have led to a decline in fishery economic activity and a disruption of the economic benefits enjoyed by the community. In conclusion, the Indonesia–Japan tuna trade cooperation has proven to contribute to the fishery economic development of Biak Numfor Regency, despite the various challenges encountered during its implementation.
