Abstract

Pemilukada merupakan sarana untuk mewujudkan demokrasi yang berlangsung secara luber dan jurdil. Namun, pelanggaran yang dilakukan oleh peserta pemilihan terus berulang dan mempengaruhi kualitas demokrasi lokal. Provinsi DKI Jakarta merupakan salah satu daerah dengan IKP (skor 88,95) tertinggi di Indonesia pada tahun 2024, sehingga pengawasan Pemilukada menjadi semakin penting. Penelitian ini bertujuan untuk menganalisis proses pengawasan yang dilakukan oleh Bawaslu Provinsi DKI Jakarta serta menguraikan implikasi pengawasan tersebut terhadap kualitas penyelenggaraan Pemilukada DKI Jakarta tahun 2024 yang luber dan jurdil dalam meningkatkan kualitas demokrasi. Metode yang digunakan adalah pendekatan kualitatif dengan desain studi kasus dan teknik pengumpulan data melalui wawancara mendalam serta studi dokumentasi. Analisis data dilakukan melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pengawasan Bawaslu Provinsi DKI Jakarta dilakukan melalui pengawasan langsung, pelibatan masyarakat, dan mekanisme pelaporan dengan berpedoman pada UU No. 7 Tahun 2017, UU No. 10 Tahun 2016, Perbawaslu No. 6 Tahun 2024, serta berbagai Perbawaslu pada setiap tahapan Pemilukada. Pengawasan tersebut berkontribusi terhadap penurunan jumlah pelanggaran dan menjaga stabilitas politik. Namun implementasinya masih memiliki hambatan pada regulasi, terkendala koordinasi dan kapasitas SDM, rendahnya pendidikan politik masyarakat, budaya politik yang berorientasi pada kepentingan pribadi, serta lemahnya efektivitas mekanisme pelaporan. Selain itu, pengawasan yang dilakukan belum sepenuhnya mampu meningkatkan kualitas demokrasi secara optimal dalam beberapa indikator. Dalam aspek supremasi hukum, penegakan terhadap pelanggaran belum diselesaikan secara tuntas sehingga mempengaruhi keadilan penegakan hukum. Pada indikator kompetisi, persaingan antar peserta juga belum sepenuhnya berjalan secara teratur dan adil karena masih ditemukan pelanggaran pada beberapa tahapan penyelenggaraan Pemilukada yang tidak ditindak secara tegas. Penelitian ini menyimpulkan bahwa pengawasan Bawaslu Provinsi DKI Jakarta memiliki peran strategis dalam menjaga integritas Pemilukada, namun memerlukan penguatan kelembagaan, koordinasi, dan pembaruan regulasi. However, violations committed by election participants continue to recur and affect the quality of local democracy. The province of DKI Jakarta is one of the regions with the highest IKP (score of 88.95) in Indonesia in 2024, making supervision of regional elections increasingly important. This study aims to analyze the monitoring process carried out by the DKI Jakarta Provincial Election Supervisory Agency (Bawaslu) and describe the implications of this monitoring on the quality of the 2024 DKI Jakarta regional elections, which were free and fair, in improving the quality of democracy. The method used is a qualitative approach with a case study design and data collection techniques through in-depth interviews and documentation studies. Data analysis was carried out through the stages of data reduction, data presentation, and conclusion drawing. The results of the study show that the DKI Jakarta Provincial Bawaslu's supervision is carried out through direct supervision, community involvement, and reporting mechanisms based on Law No. 7 of 2017, Law No. 10 of 2016, Bawaslu Regulation No. 6 of 2024, and various Bawaslu regulations at each stage of the regional elections. This supervision contributes to a decrease in the number of violations and maintains political stability. However, its implementation still faces obstacles in terms of regulations, coordination and human resource capacity, low levels of political education among the public, a political culture oriented towards personal interests, and the weak effectiveness of reporting mechanisms. In addition, the supervision carried out has not been fully able to optimally improve the quality of democracy in several indicators. In terms of the rule of law, violations have not been thoroughly addressed, thereby affecting the fairness of law enforcement. In terms of competition, competition between participants has not been fully regulated and fair, as violations have been found in several stages of the regional elections that have not been dealt with decisively. This study concludes that the supervision of the DKI Jakarta Provincial Bawaslu has a strategic role in maintaining the integrity of regional elections, but requires institutional strengthening, coordination, and regulatory reform.
