Abstract

Tulisan ini bertujuan untuk membahas efektivitas peacekeeping yang dilaksanakan oleh Perserikatan Bangsa-Bangsa (PBB) dan Uni Afrika melalui UNAMID dalam menyelesaikan konflik antara pemerintah Sudan dan pasukan pemberontak di Darfur dan juga menunjukkan peran dari Kepolisian Negara Republik Indonesia, yang mengirimkan pasukannya dalam upaya membantu perdamaian pada konflik di Darfur, Sudan. Penelitian ini menggunakan Teori Resolusi Konflik dan Konsep Organisasi Internasional, dan Konsep Konflik. Metode yang digunakan dalam penulisan ini adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui studi kepustakaan (library research) berupa literatur, jurnal, artikel, serta bahan bacaan lainnya yang berhubungan dengan permasalahan yang dibahas dalam penelitian ini. Ditemukan bahwa, misi perdamaian di Darfur melalui operasi UNAMID menjadi konflik yang sampai saat ini sulit diselesaikan, karena selain adanya pengaruh politik, ekonomi, dan keadilan terdapat faktor lainnya seperti pertentangan antar etnis yang mengakibatkan korban jiwa mencapai ratusan ribu orang dan jutaan penduduk kehilangan tempat tinggal dan penolakkan masuknya pasukan UNAMID secara disengaja maupun tidak disengaja. Maka pemerintahan Sudan harus lebih membantu PBB dalam mengatasi konflik, karena peran pemerintahan Sudan yang akan lebih besar dalam menyelesaikan konflik Darfur. This research aims to explain the effectiveness of peacekeeping implemented by the United Nations (UN) and the African Union through UNAMID in resolving conflicts between the Sudanese government and rebel forces in Darfur and also shows how the role of the Indonesian National Police sent its troops in an effort to help peace in the conflict in Darfur, Sudan. This research uses the Theory of Conflict Resolution and International of Organization Theory and the Concept of Conflict. The method used in this research is descriptive method with a qualitative approach. Data collection techniques are carried out through library research in the form of literature, journals, articles, and other reading materials related to the problems discussed in this research. It has been found that the peace mission in Darfur through the UNAMID operation became a conflict that until now is hard to resolve, because in addition to political, economic and justice influences there are other factors such as inter-ethnic conflict resulting in hundred of thousands of lives and millions of people displaced stay and refuse intentional and unintentional entry of UNAMID forces. Because of that, the government of Sudan must help the United Nations on handling this conflict, because the government of Sudan’s role will play a big role on resolving this conflict.
