Abstract
Catcalling merupakan bentuk pelecehan verbal yang sering terjadi di ruang publik, seperti jalanan atau transportasi umum. Meski kerap dianggap remeh, catcalling dapat menimbulkan ketidaknyamanan, rasa takut, dan merusak rasa aman. Fenomena ini mencerminkan ketimpangan gender serta kurangnya penghormatan terhadap hak privasi. Penting meningkatkan kesadaran publik bahwa catcalling adalah perilaku tidak etis yang melanggar norma sosial, serta mendorong regulasi hukum untuk melindungi korban. Rumusan masalah dalam penelitian ini bagaimana pengetahuan Mahasiswa FH UKI Angkatan 2021 tentang tindak pidana kekerasan seksual catcalling dan bagaimana pengetahuan Mahasiswa FH UKI Angkatan 2021 tentang perlindungan hukum terhadap tindak pidana kekerasan seksual catcalling. Penelitian ini merupakan penelitian hukum yuridis empiris dengan pendekatan sosiologis, yaitu dengan mengkaji pengetahuan Mahasiswa FH UKI Angkatan 2021 terhadap efektivitas UU TPKS mengenai catcalling. Hasil penelitian menunjukkan bahwa dari 100 responden, 94% mengetahui catcalling adalah kekerasan seksual, 61% memahami bahwa tatapan bernuansa seksual merupakan pelecehan, 72% menyadari bersiul kepada orang asing adalah bentuk pelecehan, dan 99% memahami bahwa rayuan seksual adalah pelecehan. Mengenai perlindungan hukum, 42% responden pernah menyaksikan catcalling di kampus, 52% menegur pelaku, dan 59% mengetahui keberadaan Satuan Tugas Pencegahan Kekerasan. Sebanyak 63% responden mengetahui UU TPKS, mencerminkan kesadaran hukum yang cukup baik. Namun, hanya 28% yang mengetahui Permendikbudristek terkait kekerasan seksual di perguruan tinggi, menunjukkan budaya hukum terkait regulasi masih rendah. Temuan ini menyoroti perlunya edukasi hukum dan implementasi regulasi yang lebih efektif untuk meningkatkan perlindungan terhadap korban catcalling./Catcalling is a form of verbal harassment that often occurs in public spaces, such as streets or public transportation. Although often considered trivial, catcalling can cause discomfort, fear, and damage the sense of security. This phenomenon reflects gender inequality and a lack of respect for the right to privacy. It is important to raise public awareness that catcalling is unethical behavior that violates social norms, and to encourage legal regulations to protect victims. The formulation of the problem in this study is how the knowledge of UKI FH Students Class of 2021 regarding the crime of sexual violence catcalling and how the knowledge of UKI FH Students Class of 2021 regarding legal protection against the crime of sexual violence catcalling. This study is an empirical juridical legal research with a sociological approach, namely by examining the knowledge of UKI FH Students Class of 2021 regarding the effectiveness of the sexual violence crime law regarding catcalling. The results of the study showed that out of 100 respondents, 94% knew that catcalling was sexual violence, 61% understood that sexual gazes were harassment, 72% realized that whistling at strangers was a form of harassment, and 99% understood that sexual advances were harassment. Regarding legal protection, 42% of respondents had witnessed catcalling on campus, 52% had reprimanded the perpetrator, and 59% knew about the existence of the Violence Prevention Task Force. As many as 63% of respondents were aware of the sexual violence crime law, reflecting fairly good legal awareness. However, only 28% were aware of the regulation regarding sexual violence in higher education, indicating that the legal culture related to regulations is still low. These findings highlight the need for legal education and more effective implementation of regulations to improve protection for victims of catcalling.
