Abstract

Penelitian ini menganalisis pergeseran fungsi sistem Pengukuran, Pelaporan, dan Verifikasi (MRV) dari instrumen teknokratis menjadi alat diplomasi dalam kerangka Joint Crediting Mechanism (JCM) antara Thailand dan Jepang. JCM, sebagai mekanisme bilateral untuk transfer teknologi rendah karbon dan pengurangan emisi, tidak hanya beroperasi pada tataran teknis, tetapi juga sarat dengan dimensi politik yang memengaruhi hubungan antarnegara. Penelitian ini berargumen bahwa di balik fasad teknisnya, implementasi MRV dalam JCM menunjukkan fungsi-fungsi politik yang signifikan, seperti sebagai instrumen legitimasi bagi negara donor dan penerima, potensi dipengaruhi agenda negara donor (donor-driven), serta menjadi arena negosiasi terkait akses dan kontrol informasi. Dengan menggunakan pendekatan kualitatif studi kasus dan didukung oleh kerangka teoritis Global Envinronmental Governance, penelitian ini bertujuan untuk mengungkap bagaimana mekanisme yang tampak netral menjadi arena negosiasi kepentingan, pelaksanaan soft power, dan pencapaian tujuan diplomatik. Temuan menunjukkan bahwa MRV tidak hanya memverifikasi pengurangan emisi, tetapi juga berfungsi sebagai alat politik yang merefleksikan dinamika kekuasaan, kepentingan nasional, dan strategi diplomasi iklim kedua negara dalam tata Kelola lingkungan global. / This research analyzes the functional shift of the Measurement, Reporting, and Verification (MRV) system from a technocratic instrument to a diplomatic tool within the framework of the Joint Crediting Mechanism (JCM) between Thailand and Japan. The JCM, as a bilateral mechanism for low-carbon technology transfer and emission reduction, operates not only on a technical level but is also laden with political dimensions that affect interstate relations. This study argues that behind its technical facade, the implementation of MRV in the JCM exhibits significant political functions, such as serving as an instrument of legitimacy for both donor and recipient countries, being potentially influenced by the donor's agenda (donordriven), and becoming an arena for negotiating access to and control over information. Employing a qualitative case study approach, supported by the theoretical frameworks of Global Governance and, this research aims to uncover how a seemingly neutral mechanism becomes an arena for interest negotiation, the exercise of soft power, and the achievement of diplomatic objectives. The findings indicate that MRV not only verifies emission reductions but also functions as a political tool reflecting the power dynamics, national interests, and climate diplomacy strategies of both countries within global climate governance.
