Abstract

Sudan Selatan semenjak merdeka mengalami konflik yang dapat dikatakan cukup rumit, dimulai dari konflik etnis hingga persaingan politik yang memperburuk situasi. Konflik ini menarik perhatian komunitas internasional karena dampaknya tidak hanya terbatas pada Sudan Selatan, tetapi juga pada stabilitas regional dan keamanan internasional. penelitian ini pengkaji hubungan strategis antara Misi PBB di Sudan Selatan (UNMISS) dan Otoritas AntarPemerintah untuk Pembangunan (IGAD) dalam upaya membangun perdamaian di Sudan Selatan. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan proses pengumpulan data secara primer dan sekunder menggunakan teknik wawancara dan studi dokumen. Penelitian ini menggunakan konsep hubungan strategis, konsep organisasi internasional, dan teori resolusi konflik untuk memperdalam penelitian. Fokus dalam penelitian ini berada pada Hubungan Strategis yang dilakukan kedua organisasi dalam membangun perdamaian dimana IGAD memfasilitasi mediasi dan negosiasi, sedangkan UNMISS membantu perlindungan warga sipil. Hasil penelitian ini menunjukkan hubungan strategis yang dilakukan melalui koordinasi di berbagai program seperti pemantauan pemerintahan transisi dan monitoring gencatan senjata dengan tujuan pada implementasi perjanjian perdamaian. / South Sudan has experienced a fairly complex conflict since its independence, starting from ethnic conflict to political competition that worsened the situation. This conflict has attracted the attention of the international community because its impact is not only limited to South Sudan, but also on regional stability and international security. This study examines the strategic relationship between the United Nations Mission in South Sudan (UNMISS) and the Intergovernmental Authority for Development (IGAD) in an effort to build peace in South Sudan. This study uses a descriptive qualitative research method with primary and secondary data collection processes using interview techniques and document studies. This study uses the concept of strategic relations, the concept of international organizations, and conflict resolution theory to deepen the research. The focus of this study is on the Strategic Relations carried out by the two organizations in building peace where IGAD facilitates mediation and negotiation, while UNMISS helps protect civilians. The results of this study show strategic relationships carried out through coordination in various programs such as monitoring the transitional government and monitoring the ceasefire with the aim of implementing the peace agreement.
