Abstract

Angka kekerasan seksual terhadap anak-anak yang semakin hari semakin meningkat di Indonesia membuat pemerintah beserta jajarannya mengoreksi kembali peraturan perundang-undangan mengenai perlindungan anak. Sehingga muncullah PERPPU Nomor 1 Tahun 2016 tentang perubahan kedua atas Undang�Undang Nomor 23 Tahun 2002 tentang Perlindungan Anak. Dalam PERPPU tersebut dimuat hukuman-hukuman bagi pelaku kekerasan seksual terhadap anak yang lebih berat dari pada peraturan sebelumnya, sehingga diharapkan hukuman�hukuman tersebut dapat menekan angka kekerasan seksual terhadap anak di Indonesia. Dari permasalahan tersebut peneliti tergerak untuk mengadakan penelitian ini dengan tujuan untuk mengetahui bagaimana pandang Unit Perlindungan Perempuan dan Anak Polres Metro Jakara Timur dan Komisi Perlindungan Aanak Indonesia terhadap hukuman pelaku kekerasan seksual dalam pasal 81 PERPPU Nomor 1 tahun 2016 serta untuk mengetahui pandangan mereka terhadap hukuman yang sesuai bagi pelaku kekerasan seksual anak tersebut. / The number of sexual violence against children is increasing day by day in Indonesia to make the government and its staff re-correct the legislation regarding child protection. Thus came PERPPU Number 1 of 2016 concerning the second amendment to Law Number 23 of 2002 concerning Child Protection. The PERPPU contains penalties for perpetrators of sexual violence against children which are heavier than the previous regulation, so it is expected that these penalties can reduce the number of sexual violence against children in Indonesia. From these problems the researcher was moved to conduct this research with the aim to find out how the perspective of the Women and Children Protection Unit of the East Jakarta Metro Police and the Indonesian Child Protection Commission on the punishment of perpetrators of sexual violence in article 81 PERPPU Number 1 of 2016 and to find out their views on the sentences suitable for perpetrators of child sexual abuse.
