Abstract
Regulasi investasi di Indonesia memiliki peran krusial dalam meningkatkan peluang usaha dan investasi. Namun, terdapat masalah tumpang tindih antara regulasi dan pelaksanaan perizinan di lapangan yang perlu diperbaiki agar lebih efektif. Selain regulasi, manajemen birokrasi juga perlu mendapat perhatian untuk meningkatkan investasi, karena pelaksanaannya masih kurang efisien. Perbaikan regulasi investasi, penanaman modal, dan peningkatan efisiensi pelaksanaannya akan berkontribusi besar terhadap peningkatan investasi dan peluang usaha di Indonesia. Masalah utama dalam pengelolaan sumber daya perikanan di Indonesia melibatkan kebijakan ekonomi yang mendorong eksploitasi sumber daya perikanan dan kekurangan sistem pengelolaan dan penegakan hukum yang kuat. Sistem pemerintahan pusat dan daerah, program kerja, dan organisasi juga perlu disesuaikan agar mendukung pembangunan berkelanjutan di sektor perikanan. Melalui penelitian yuridis normatif, data hukum utama, teori, konsep, dan asas-asas hukum, serta peraturan perundang-undangan relevan dipelajari. Reformasi kebijakan, penguatan sistem regulasi, penyederhanaan impor, dan investasi dalam infrastruktur dapat meningkatkan lingkungan bisnis. Konsultasi dan diskusi antara pemerintah, industri, dan pemangku kepentingan lainnya dapat menyelaraskan regulasi yang diperlukan dan memberikan kemudahan berusaha. Pembentukan regulasi melalui harmonisasi peraturan terkait investasi hasil perikanan perlu mengikuti prinsip-prinsip hukum investasi untuk menciptakan lingkungan bisnis yang menarik bagi investor. Pemerintah Indonesia juga harus membuat regulasi yang mendukung investasi pada sektor perikanan untuk mencapai keberlanjutan sumber daya dan pertumbuhan ekonomi. Kata Kunci: Dampak Regulasi, Importasi Hasil Perikanan, Hukum Investasi. / Investment regulations in Indonesia play a crucial role in enhancing business opportunities and investments. However, there exists an issue of overlapping regulations and implementation permits in the field that need to be addressed for greater effectiveness. Besides regulations, bureaucratic management also requires attention to improve investments due to its current lack of efficiency. The enhancement of investment regulations, capital injection, and improved implementation efficiency will significantly contribute to increased investments and business prospects in Indonesia. The primary issue in managing fisheries resources in Indonesia involves economic policies promoting the exploitation of fisheries resources and a lack of a robust management and law enforcement system. Central and regional government systems, work programs, and organizations need adjustments to support sustainable development in the fisheries sector. Through normative juridical research, primary legal data, theories, concepts, legal principles, and relevant legislation are studied. Policy reforms, regulatory system strengthening, import simplification, and infrastructure investments can improve the business environment. Consultations and discussions among the government, industry, and other stakeholders can align necessary regulations and ease business processes. The formation of regulations through the harmonization of investment-related rules in fisheries should adhere to investment law principles to create an appealing business environment for investors. The Indonesian government should also establish regulations supporting investments in the fisheries sector to achieve resource sustainability and economic growth.
