Abstract

Penelitian ini berfokus pada peran elit lokal yang terdiri dari elit agama dan elit suku dalam pemenangan pasangan kandidat Piter Gusbager dan Wahfir Kosassih pada Pemilihan kepala daerah tahun 2020 dikabupaten Keerom. Tujuan dari penelitian ini adalah untuk mengetahui bentuk peran elit lokal, serta faktor pendukung dan penghambat peran elit lokal dalam pemenangan pasangan kandidat Piter Gusbager dan Wahfir Kosassih. Metode penelitian yang digunakan adalah pendekatan penelitian kualitatif, dengan menggunakan jenis penelitian fenomenologi. Desain penelitian menggunakan penelitian eskploratif dan teknik pengumpulan datanya menggunakan wawancara dan studi dokumen. Teknik analisis data menggunakan langkah-langkah reduksi data, penyajian data dan penarikan kesimpulan. Teori yang digunakan adalah teori elit dan peran elit dalam Pemilu. Hasil penelitian ini menunjukkan bahwa peran elit lokal dalam pemenangan pasangan kandidat Piter Gusbager dan Wahfir Kosassih terdiri dari konsolidasi jaringan sosial antar elit, membentuk opini publik, memobilisasi masyarakat, kampanye politik, penasihat kandidat dan donatur sumber daya finansial. Implikasi dari peran elit lokal partisipasi masyarakat meningkat dalam Pemilihan Kepala Daerah tahun 2020 yang mendorong perolehan suara pasangan kandidat Piter Gusbager dan Wahfir Kosassih, serta konflik antara elit suku dan anggota sukunya. Keunggulan dari elit menjadi faktor yang mendukung peran mereka, serta keadaan geografis, pola komunikasi yang kurang intens, pertarungan kepentingan pribadi menjadi penghambat bagi mereka. / This research focuses on the role of local elites consisting of religious elites and tribal elites in winning the candidate pair Piter Gusbager and Wahfir Kosassih in the 2020 regional head election in Keerom district. The purpose of this study is to determine the form of the role of local elites, as well as the supporting and inhibiting factors for the role of local elites in winning the candidate pair Piter Gusbager and Wahfir Kosassih. The research method used is a qualitative research approach, using phenomenological research. The research design uses exploratory research and the data collection technique uses interviews and document studies. The data analysis technique uses the steps of data reduction, data presentation and conclusion drawing. The theories used are elite theory and the role of elites in elections. The results of this study show that the role of local elites in winning the candidate pair Piter Gusbager and Wahfir Kosassih consists of consolidating social networks between elites, forming public opinion, mobilizing the community, political campaigns, candidate advisors and financial resource donors. The implications of the role of local elites increased community participation in the 2020 Regional Head Election which boosted the vote acquisition of candidate pairs Piter Gusbager and Wahfir Kosassih, as well as conflicts between tribal elites and their tribe members. The superiority of the elite is a factor that supports their role, as well as geographical conditions, less intense communication patterns, personal interest battles become obstacles for them.
