Abstract

Penelitian ini akan mengangkat tema mengenai peningkatan kualitas pembangunan suatu negara yang dipengaruhi oleh kebijakan luar negeri milik negara lain, sehingga dapat meningkatkan kualitas pembangunan negara yang bersangkutan dan secara bersamaan memenuhi Tujuan Pembangunan Berkelanjutan (TPB) tujuan 9 yaitu mengenai kualitas pembangunan. Kebijakan Selatan Baru Plus Republik Korea dibagi menjadi tiga bagian: masyarakat, kemakmuran, dan perdamaian. Republic of Korea New Southern Policy+ (ROK NSP+) dibagi menjadi tiga bagian: komunitas, kemakmuran dan perdamaian. Elemen komunitas menekankan hubungan seperti kemungkinan pembangunan antara Korea Selatan dan ASEAN, kemakmuran karena kerja sama pembangunan, dan perdamaian karena keinginan Korea Selatan untuk lebih terlibat dalam pemeliharaan perdamaian internasional. Kualitas pembangunan Korea Selatan dinilai baik sehingga jika dalam NSP+ Korea Selatan ingin melakukan kerja sama dengan negara-negara berkembang di bagian selatan seperti Laos, tentunya akan meningkatkan kualitas pembangunan di Laos. SDG’s tujuan 9 yang memiliki tujuan untuk membangun infrastruktur yang tangguh, mempromosikan industrialisasi yang inklusif dan berkelanjutan, serta mendorong inovasi dapat terpenuhi dalam negara Laos apabila ROK NSP+ mengenai pembangunan ter-realisasi dengan baik. Penelitian ini bertujuan untuk mengetahui efektivitas ROK NSP+ terhadap peningkatan kualitas pembangunan di Laos serta efektivtas ROK NSP+ terhadap pemenuhan tujuan dari SDG’s tujuan 9. Penelitian ini akan menggunakan konsep Tujuan Pembangunan Berkelanjutan, kerja sama Pembangunan dan Kebijakan Selatan Baru untuk menjawab masalah penelitian. Metode penelitian yang menggunakan metode penelitian kualitatif, jenis penelitian studi dokumen, jenis data sekunder, metode pengumpulan data dokumentasi dan menggunakan triangulasi sumber untuk memvalidasi data. Hasil akhir penelitian ditemukan bahwa melalui kebijakan selatan baru plus, Laos mendapatkan keuntungan dalam bidang pembangunan sekaligus membantu dalam pemenuhan TPB Tujuan 9, dikarenakan Korea Selatan melakukan kerja sama pembangunan melalui investasi untuk pembangunan di Laos. Kata Kunci: Korea Selatan, Laos, Kerja sama Pembangunan, Tujuan Pembangunan Berkelanjutan, Kebijakan Selatan Baru Plus. / This research will address the theme of improving the quality of development of a country that is influenced by foreign policies of other countries, in order to improve the quality of development of the country in question while also meeting the Sustainable Development Goals (TPB) goal 9, which is concerned with development quality. The Republic of Korea's New South Policy Plus is divided into three sections: society, prosperity, and peace. The New Southern Policy+ (ROK NSP+) of the Republic of Korea is divided into three parts: community, prosperity, and peace. Community elements emphasize relationships such as the possibility of development between South Korea and ASEAN, prosperity as a result of development cooperation, and peace as a result of South Korea's desire to participate more in international peacekeeping. South Korea's development quality is considered good, so if South Korea wants to cooperate with developing countries in the south, such as Laos, it will undoubtedly improve Laos' development quality. Goal 9 of the SDGs, which aims to build resilient infrastructure, promote inclusive and sustainable industrialization, and encourage innovation, can be achieved in Laos if the ROK NSP + on development is well implemented. The purpose of this study is to determine the effectiveness of the NSP + ROK in improving the quality of development in Laos, as well as the effectiveness of the NSP + ROK in achieving the goals of SDG Goal 9. To address research questions, this study will employ the concepts of Sustainable Development Goals, Development Cooperation, and New Southern Policy. To validate data, the research method employs qualitative research methods, document study research types, secondary data types, documentation data collection methods, and source triangulation. The study concluded that the new South Plus policy benefited Laos in terms of development while also assisting in the achievement of TPB Goal 9, because South Korea carried out development cooperation in Laos through investment for development.
