Abstract

Pelanggaran HAM Pemerintah Myanmar terhadap Etnis Rohingya disoroti oleh dunia internasional. Bagi DPR RI, isu Rohingya bukan hanya sebuah persoalan dalam negeri Pemerintah Myanmar tetapi juga persoalan kawasan, bahkan internasional. Arus pengungsi Rohingya sudah menjadi beban sejumlah negara satu kawasan. Sebagai salah satu aktor internasional, DPR RI bersikap kritis dan terus mendengungkan perlunya penanganan isu Rohingya di forum internasional, terutama forum antar parlemen. DPR RI sudah melakukan diplomasi yang menjadi indikator utama dalam perumusan kebijakan luar negeri Indonesia. Diplomasi parlemen tidak menduplikasi diplomasi pemerintah mengingat sebagai bagian dari bentuk multi-track diplomacy. DPR menunjukkan keprihatinan dengan terus menyuarakan isu ini di forum ASEAN Interparliamentary Assembly (AIPA) secara konsisten pada 2017-2019. Diplomasi DPR RI ini tidak sebatas bermaksud untuk memberi perlindungan HAM etnis Rohingya namun juga bertujuan mewujudkan kestabilan keamanan dan perdamaian di Myanmar dan di kawasan ASEAN. Penelitian ini ditulis dengan metode penulisan kualitatiif deskriptif. Pelaksanaan penelitian ini bertujuan untuk melihat pengaruh dan implikasi diplomasi parlemen Indonesia terhadap pelanggaran HAM terhadap kaum Rohingya di Myanmar pada Forum AIPA pada 2017-2019. Hasil penelitian mengungkapkan bahwa diplomasi parlemen DPR RI belum optimal karena terhalang mekanisme pengambilan keputusan konsensus dalam statuta AIPA. Kata Kunci: DPR RI, HAM, Rohingya, Diplomasi Parlemen, AIPA. / The Myanmar government's human rights violations against the Rohingya have been highlighted by the international community. For the Indonesian House of Representatives, the Rohingya issue is not only a domestic problem for the Myanmar government but also a regional and even international issue. The flow of Rohingya refugees in the region has become a burden for a number of countries. As one of the international actors, the Indonesian House of Representatives is critical and continues to voice the importance of handling the Rohingya issue in international forums, especially inter-parliamentary forums. The DPR RI has implemented diplomacy which is an important component in the formation of Indonesia's foreign policy. Parliamentary diplomacy does not duplicate government diplomacy because it is part of a form of multi-track diplomacy. The DPR showed concern by continuing to voice this issue at the ASEAN Interparliamentary Assembly (AIPA) forum consistently in 2017-2019. The diplomacy of the Indonesian House of Representatives is not only aimed at protecting the human rights of the Rohingya ethnicity but also to create stability, security and peace in Myanmar and in the region. This research was written using descriptive qualitative writing method. This study aims to review the influence and implications of the Indonesian parliament's diplomacy on human rights violations against the Rohingya in Myanmar at the AIPA Forum in 2017-2019. The results of the study revealed that the parliamentary diplomacy of the DPR RI was not optimal because it was hindered by the consensus decision-making mechanism in the AIPA statute.
