Abstract

Setiap negara memiliki pemerintah atau pejabat negara untuk mengatur dan menjalankan negaranya. Pemerintah diberikan kekuasaan serta tugas dan kewenangan untuk menjalankan amanat rakyat agar berjalan sesuai konstitusi. Untuk membiayai jalannya negara tersebut, khususnya pembangunan sebuah negara, maka pemerintah mengandalkan pendapatan dari beberapa sumber. Di Indonesia pendapatan negara bersumber dari Pajak, PNBP ataupun hibah dari dalam dan luar negeri, yang kesemuanya itu dikelola oleh pemerintah yang tujuannya untukkesejahteran rakyatnya Dalam pengelolaan dana tersebut dibutuhkan pemerintah yang jujur dan bersih. Artinya pemerintah tidak dibenarkan menggunakan dana yang dikelolanya untuk kepentingan pribadi maupun golongannya sendiri. Namun tidak bisa kita pungkiri bahwa penyelewengan dan/atau penyalahgunaan dana negara bukan lagi hal baru yang terjadi dibelahan dunia ini, salah satunya negara kita Indonesia, yaitu tindakan korupsi Pemenjaraan bukan lagi efek jera meski ancamanhukumannya bertahun-tahun. Jadi yang terpenting tentang korupsi adalah pengembalian uang dari korupsi. Penjara hanya akan menambah beban belanja negara untuk mengurus koruptor, sedangkan kerugian negara akibat korupsi sudah sangat besar. Sudah saatnya kita semua peduli terhadap tindak pidana korupsi, jangan lagi bersikap apatis denganberanggapanbahwa korupsi adalah hal yang lumrah di kalangan pejabat dan pemerintah. Pencegahan korupsi bukan hanya menjadi tugas KPK dan Pemerintah tetapi menjadi tugas kita semua, karena kerugian negara adalah kerugian bagi kita semua sebagai warga negara. Kata Kunci : Korupsi, Kerugian Negara, Pengembalian Keuangan Negara./ Every country has a government or state officials to govern and run the country. The government is given the power and duties and authority to carry out the mandate of the people so that it runs according to the constitution. To finance the running of the country, especially the development of a country, the government relies on revenue from several sources. In Indonesia, state revenue comes from taxes, PNBP or grants from within and outside the country, all of which are managed by the government whose aim is for the welfare of its people. In managing these funds, an honest and clean government is needed. This means that the government is not justified in using the funds it manages for personal or group interests. However, we cannot deny that misappropriation and/or misuse of state funds is no longer a new thing happening in this part of the world, one of which is our country Indonesia, namely acts of corruption. Imprisonment is no longer a deterrent effect even though the sentence is many years. So the most important thing about corruption is the return of money from corruption. Imprisonment will only add to the burden of state spending to take care of corruptors, while the state losses caused by corruption are already enormous It is time for all of us to care about criminal acts of corruption, we should no longer be apathetic because we think corruption is a common thing among officials and government.
