Abstract

Illegal, Unreported, dan Unregulated Fishing (IUUF) merupakan praktik yang mengancam keamanan maritim Indonesia. Dampak praktik IUUF telah mempengaruhi beberapa sektor penting di Indonesia seperti ekonomi, lingkungan, keamanan, dan sosial. Oleh karena itu, Presiden Joko Widodo yang dibantu oleh Susi Pudjiastuti selaku Menteri KKP 2014-2019, telah menetapkan beberapa kebijakan luar negeri sebagai bentuk upaya pemerintah dalam memberantas praktik IUUF di perairan Indonesia. Penelitian ini bermaksud untuk melakukan analisis terkait kebijakan Moratorium Kapal Eks-asing dan Kebijakan Penenggelaman Kapal dengan alat analisis Teori Pilihan Rasional oleh James Coleman dan model aktor dalam Teori Pengambilan Keputusan oleh Graham T. Allison. Penelitian ini menggunakan metode penelitian kualitatif dengan jenis penelitian deskriptif analisis. / Illegal, Unreported, and Unregulated Fishing (IUUF) have become threats to Indonesia’s maritime security. The impact of IUUF practices has affected several importan sector in Indonesia such as economy, environment, security, and social. Therefore, Joko Widodo as a president of Indonesia in 2014-2019 appointed Susi Pudjiastuti as Minister of the Ministry of Maritime Affairs and Fisheries to asstist him in solving Indonesia’s marine problems. During her tenure, Susi Pudjiastuti has established several foreign policies as a form of government effort to eradicate IUUF practies in Indonesian waters. This research is intended to analyze Moratorium of Foreign Fishing Vessel Policy and Vessel-Sinking Policy by Rational Choice Theory by James Coleman and the rasional actor model on Decision-making Theory by Graham T. Alisson. This research uses a qualitative research method with descriptive analysis type of research
