Ringkasan IsI : Ekosistem laut di Kepulauan Seribu memiliki nilai ekologis dan ekonomis yang tinggi, namun keberadaannya semakin terancam akibat aktivitas pembangunan dan eksploitasi sumber daya alam yang tidak berkelanjutan. Oleh karena itu, perlindungan hukum terhadap ekosistem laut menjadi hal yang sangat penting untuk menjamin kelestariannya. Penelitian ini bertujuan untuk mengkaji bentuk perlindungan hukum terhadap ekosistem laut di Kepulauan Seribu dengan menelaah Putusan Nomor 13/G/2016/PTUN-JKT sebagai objek studi. Putusan tersebut berkaitan dengan sengketa tata usaha negara mengenai kebijakan pemerintah dalam pemberian izin kegiatan reklamasi yang dinilai berpotensi meninbulkan ke rusakan lingkungan laut. Metode penelitian yang digunakan adalah penelitian hukum normatif dengan pendekatan perundang-undangan dan pendekatan kasus. Bahan hukum yang dianalisis meliputi peraturan perundang-undangan di bidang lingkungan hidup, hukum administrasi negara, serta pertimbangan hukum hakim dalam putusan pengadilan yang telah ditentukan. Hasil penelitian menunjukkan bahwa secara normatif perlindungan ekosistem laut telah diatur dalam Undang-Undang Perlindungan dan Pengelolaan Lingkungan Hidup serta peraturan terkait lainnya. Namun, dalam praktiknya masih terdapat kelemahan dalam pelaksanaan prinsip kehati-hatian, partisipasi masyarakat, dan pengawasan terhadap kebijakan pemerintah. Putusan PTUN Jakarta menegaskan pentingnya kepatuhan terhadap prinsip perlindungan lingkungan sebagai dasar dalam setiap pengambilan keputusan administratif. Dengan demikian, penegakan hukum yang konsisten diperlukan untuk menjamin perlindungan ekosistem laut di Kepulauan Seribu. Content summary : The marine ecosystem in the Seribu Islands holds high ecological and economic value, yet its existence is increasingly threatened by unsustainable development activities and exploitation of natural resources. Therefore, legal protection for marine ecosystems is crucial to ensure their sustainability. This study aims to examine the legal protection of marine ecosystems in the Seribu Islands by examining Decision Number 13/G/2016/PTUN-JKT as the object of study. The decision relates to a state administrative dispute regarding government policy in granting permits for reclamation activities, which is considered to have the potential to cause damage to the marine environment. The research method used is normative legal research with a statutory and case approach. The legal materials analyzed include environmental laws and regulations, state administrative law, and legal considerations of judges in established court decisions. The results indicate that normatively, marine ecosystem protection is regulated in the Law on Environmental Protection and Management and other related regulations. However, in practice, weaknesses remain in the implementation of the precautionary principle, community participation, and oversight of government policies. The Jakarta Administrative Court's ruling affirms the importance of adherence to environmental protection principles as the basis for all administrative decision-making. Therefore, consistent law enforcement is necessary to ensure the protection of marine ecosystems in the Seribu Islands.
