Abstract

Penelitian ini mempersoalkan transisi energi geothermal di Nusa Tenggara Timur (NTT) sebagai praktik diskursif yang tidak sekadar menjawab krisis iklim, tetapi sekaligus memproduksi makna, kebenaran, dan relasi kuasa tertentu. Paris Agreement, yang dikonstruksikan sebagai konsensus global atas mitigasi perubahan iklim, bekerja sebagai narasi hegemonik yang menormalisasi transisi energi sebagai jalan tunggal pembangunan. Dalam proses translasi dari level global ke nasional hingga lokal, agenda ini kehilangan kepolosannya dan beroperasi sebagai mekanisme legitimasi bagi intervensi negara dan korporasi atas ruang hidup masyarakat. Penelitian ini bertujuan mengurai bagaimana wacana energi hijau diproduksi, diulang, dilembagakan, dan dinaturalisasi melalui bahasa kebijakan, dokumen perencanaan, serta praktik pembangunan. Secara khusus, penelitian ini menyoroti bagaimana klaim keberlanjutan dan kepentingan mitigasi iklim digunakan untuk membingkai proyek geothermal sebagai kebenaran teknokratis yang sulit dipersoalkan. Pendekatan kualitatif digunakan dengan menggabungkan wawancara mendalam, studi dokumentasi, dan analisis teks kebijakan untuk menangkap lapisan makna yang tersembunyi di balik bahasa pembangunan. Hasil penelitian akan menunjukkan bahwa geothermal tidak hadir sebagai solusi teknis yang netral, melainkan sebagai rezim pengetahuan yang memproduksi dikotomi antara hijau dan tidak hijau, bersih dan kotor, rasional dan irasional. Dikotomi ini menyingkirkan pengetahuan lokal dan mereduksi relasi spiritual-ekologis masyarakat adat menjadi hambatan pembangunan. Konflik sosial–ekologis kemudian dinormalisasi sebagai risiko yang dapat diterima demi kemajuan dan kepentingan nasional. Kata Kunci: Kuasa Pengetahuan; Paris Agreement; Pembangunan; Transisi Energi; Wacana / Abstract This research examines the geothermal energy transition in East Nusa Tenggara (NTT) as a discursive practice that not only addresses the climate crisis but also produces specific meanings, truths, and power relations. The Paris Agreement, constructed as a global consensus on climate change mitigation, operates as a hegemonic narrative that normalizes the energy transition as the sole path to development. In the process of translation from the global to the national and local levels, this agenda loses its innocence and operates as a legitimizing mechanism for state and corporate intervention in people's living spaces. This research aims to unravel how the green energy discourse is produced, repeated, institutionalized, and naturalized through policy language, planning documents, and development practices. Specifically, this research highlights how claims of sustainability and the importance of climate mitigation are used to frame geothermal projects as unquestionable technocratic truths. A qualitative approach is used, combining in-depth interviews, documentary studies, and policy text analysis to capture the layers of meaning hidden behind the language of development. The research findings show that geothermal energy does not exist as a neutral technical solution, but rather as a knowledge regime that produces a dichotomy between green and non-green, clean and dirty, rational and irrational. This dichotomy marginalizes local knowledge and reduces the spiritual-ecological relationships of indigenous communities to obstacles to development. Socio-ecological conflict is then normalized as an acceptable risk for progress and the national interest.
