Abstract

Indonesia, sebagai negara agraris dengan kekayaan sumber daya alam yang melimpah dan tanah subur, memiliki potensi besar untuk menciptakan kemakmuran bagi rakyatnya. Namun, dalam menghadapi pertumbuhan populasi yang cepat, tantangan terhadap ketahanan pangan nasional semakin mendesak. Program Food Estate, yang dirancang untuk mengatasi krisis pangan melalui pengembangan pertanian terintegrasi di kawasan perdesaan, merupakan langkah strategis pemerintah. Meskipun telah dilaksanakan dalam beberapa periode, program ini masih menghadapi kendala dalam penerapannya, seperti kegagalan dalam pemanfaatan lahan dan masalah lingkungan. Penelitian ini bertujuan untuk menganalisis sejauh mana implementasi Program Food Estate sudah sesuai dengan Undang-Undang Nomor 18 Tahun 2012 tentang Ketahanan Pangan serta bagaimana program ini dapat mewujudkan transformasi sosial dan perekonomian nasional, berdasarkan peraturan perundang-undangan yang berlaku, seperti Peraturan Menteri LHK Nomor 24 Tahun 2020. Metode penelitian yang digunakan adalah yuridis normatif, yang fokus pada analisis substansi peraturan perundang-undangan, jurnal, artikel, dan yurisprudensi terkait. Pendekatan ini bertujuan untuk mengidentifikasi norma hukum dalam peraturan dan praktik penerapannya, sebagai dasar pemahaman dan interpretasi hukum. Penelitian ini juga mengeksplorasi penerapan hukum dalam konteks sosial, politik, dan ekonomi. Hasil penelitian menunjukkan bahwa Indonesia, sebagai negara agraris, memiliki potensi besar untuk ketahanan pangan, sesuai dengan amanat Pasal 33 Ayat (3) UUD 1945. Program Food Estate bertujuan meningkatkan produksi dan kemandirian pangan, namun menghadapi tantangan seperti kegagalan program sebelumnya, dampak terhadap masyarakat lokal, dan kerusakan lingkungan. Keberhasilan program ini bergantung pada pemahaman sosial, budaya, dan lingkungan setempat, serta partisipasi masyarakat. Meskipun didasarkan pada Undang-Undang Nomor 18 Tahun 2012 dan Peraturan Menteri LHK, program ini menghadapi kendala hukum yang memerlukan evaluasi dan penyesuaian kebijakan agar manfaat ekonomi tercapai tanpa merusak lingkungan atau mengabaikan keadilan sosial."/"Indonesia, as an agrarian country with abundant natural resources and fertile land, has great potential to create prosperity for its people. However, in the face of rapid population growth, the challenge to national food security is becoming increasingly urgent. The Food Estate Program, designed to address the food crisis through the development of integrated agriculture in rural areas, is a strategic step by the government. Although it has been implemented over several periods, this program still faces challenges in its application, such as land utilization failures and environmental issues. This research aims to analyze the extent to which the implementation of the Food Estate Program is in accordance with Law Number 18 of 2012 concerning Food Security and how this program can realize national social and economic transformation, based on applicable laws and regulations, such as Minister of Environment and Forestry Regulation Number 24 of 2020. The research method used is normative juridical, which focuses on the analysis of the substance of laws and regulations, journals, articles, and related jurisprudence. This approach aims to identify legal norms in regulations and their application practices, as a basis for understanding and interpreting the law. This research also explores the application of law in social, political, and economic contexts. The research findings indicate that Indonesia, as an agrarian country, has great potential for food security, in accordance with the mandate of Article 33 Paragraph (3) of the 1945 Constitution. The Food Estate program aims to increase food production and self-sufficiency, but it faces challenges such as the failure of previous programs, impacts on local communities, and environmental damage. The success of this program depends on understanding the local social, cultural, and environmental context, as well as community participation. Although based on Law Number 18 of 2012 and the Minister of Environment and Forestry Regulation, this program faces legal obstacles that require policy evaluation and adjustments to achieve economic benefits without harming the environment or neglecting social justice.
