Abstract

Masalah terkait kasus TPPO Pekerja Migran Indonesia (PMI) yang ada dalam industri judi online di Kamboja. Kasus terjebaknya tenaga kerja migran indonesia dalam industri judi online di Kamboja telah menjadi perhatian publik dan menjadi tantangan baru bagi pemerintah dalam beberapa tahun belakangan ini. Tujuan dari penelitian ini adalah untuk menganalisis upaya dari Indonesia dalam melakukan perlindungan dan pencegahan terkait kasus TPPO Pekerja Migran Indonesia (PMI) yang ada dalam industri judi online di Kamboja. Dengan menggunakan teori neorealisme dan konsep state centered dan metode yang digunakan adalah deskriptif kualitatif dengan pendekatan studi kasus, yang melibatkan pengumpulan data melalui wawancara, literatur, dan dokumen resmi. Hasil penelitian menunjukan peran Indonesia melalui Kemlu RI, KemenP2MI, Kemenko Polkam, dan Polri-Interpol, bertindak proaktif dalam merumuskan kebijakan, memperkuat kerja sama bilateral, dan mengimplementasikan strategi perlindungan yang komprehensif, meskipun dihadapkan pada tantangan kompleksitas kasus, kecenderungan PMI kembali, serta perbedaan yurisdiksi hukum antara kedua negara Peran Indonesia mencerminkan komitmen dan pelaksanaan mandat konstitusional negara Indonesia untuk melindungi segenap warga negaranya, terutama mereka yang berada di luar negeri. /The issue of trafficking in persons (TIP) involving Indonesian Migrant Workers (PMI) in the online gambling industry in Cambodia has become a public concern and a new challenge for the Indonesian government in recent years. The purpose of this study is to analyze Indonesia's efforts in providing protection and prevention related to TIP cases involving Indonesian migrant workers in Cambodia's online gambling industry. Using neorealism theory and the state-centered concept, this study employs a descriptive qualitative method with a case study approach, involving data collection through interviews, literature, and official documents. The research findings show that Indonesia, through the Ministry of Foreign Affairs (Kemlu RI), the Indonesian Migrant Workers Protection Agency (KemenP2MI), the Coordinating Ministry for Political, Legal, and Security Affairs (Kemenko Polkam), and the National Central Bureau-Interpol (Polri-Interpol), has acted proactively in formulating policies, strengthening bilateral cooperation, and implementing comprehensive protection strategies. However, these efforts face challenges such as the complexity of the cases, the tendency of PMIs to return, and differences in legal jurisdiction between the two countries. Indonesia’s role reflects its commitment to and implementation of its constitutional mandate to protect all its citizens, especially those residing abroad.
