Abstract
Penelitian ini membahas implementasi kebijakan penyediaan sarana kerja yang responsif gender dan peduli anak di lingkungan Kementerian Pemberdayaan Perempuan dan Perlindungan Anak (Kementerian PPPA) pada tahun 2021–2024. Masalah utama dalam penelitian ini adalah bagaimana kebijakan responsif gender diterapkan dalam penyediaan fasilitas seperti ruang ASI, ruang penitipan anak (daycare), dan layanan kesehatan di tempat kerja, serta hambatan yang dihadapi dalam implementasinya. Penelitian ini menggunakan teori implementasi kebijakan George C. Edwards III yang mencakup empat indikator utama: komunikasi, sumber daya, disposisi pelaksana, dan struktur birokrasi. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan desain studi kasus,melalui wawancara mendalam, observasi langsung, dan dokumentasi terhadap sejumlah informan dari berbagai unit kerja di Kementerian PPPA. Hasil penelitian menunjukkan bahwa meskipun Kementerian PPPA telah menunjukkan komitmen dalam menyediakan fasilitas yang ramah gender dan anak, implementasinya masih menemui kendala dalam hal sosialisasi kebijakan, keterbatasan anggaran, dan koordinasi antar unit kerja. Selain itu, belum semua pegawai memahami manfaat fasilitas yang tersedia, sehingga pemanfaatannya belum optimal. Penelitian ini menyarankan agar penguatan komunikasi internal, pelatihan sensitisasi gender, serta alokasi anggaran yang berkelanjutan menjadi prioritas dalam mendukung keberhasilan implementasi kebijakan tersebut. Kementerian PPPA juga diharapkan dapat menjadi contoh bagi kementerian dan lembaga lain dalam menciptakan lingkungan kerja yang adil, aman, dan ramah gender. Kata kunci: Kebijakan Responsif Gender, Kementerian PPPA, Kesetaraan Gender / This study examines the implementation of gender-responsive and child-friendly workplace policy within the Ministry of Women Empowerment and Child Protection (Kementerian PPPA) during the period of 2021–2024. The main issue explored in this research is how gender-responsive policies are implemented through the provision of facilities such as breastfeeding rooms, daycare centers, and health services at the workplace, as well as the challenges encountered in the process. The research adopts George C. Edwards III’s policy implementation theory, which highlights four key indicators: communication, resources, disposition of implementers, and bureaucratic structure. A qualitative case study approach was employed, using in-depth interviews, direct observations, and document analysis involving informants from various work units within the Ministry. The findings indicate that although the Ministry has shown a strong commitment to providing gender- and child-friendly facilities, implementation still faces obstacles such as limited policy dissemination, budget constraints, and inter-unit coordination issues. Moreover, not all employees fully understand the benefits of these facilities, resulting in suboptimal utilization. The study recommends strengthening internal communication, conducting gender sensitivity training, and ensuring sustainable budget allocation to support the successful implementation of the policy. The Ministry is also expected to serve as a model for other government institutions in establishing a fair, safe, and gender-responsive work environment.
