Abstract

Penelitian ini bertujuan untuk mengetahi peran United Nations Office on Drug and Crime (UNODC) dalam mengatasi Drug Trafficking di Afghanistan tahun 2015-2020. Dalam memecahkan masalah penelitian, peneliti menggunakan konsep kejahatan lintas negara (Transnational Crime), perdagangan narkoba (Drug Trafficking) dan konsep organisasi internasional dengan metode penelitian yang digunakan peneliti adalah penelitian kualitatif. Dalam penelitian ini, peneliti juga menggunakan sumber data sekunder. Dalam penelitian ini ditemukan bahwa, perdagangan narkoba Afghanistan yang mulai berkembang sejak tahun 1990-an telah menimbulkan ancaman bagi masyarakat Afghanistan dan negara-negara kawasan sekitar Afghanista. Oleh sebab, UNODC dalam perannya menggunakan Country Programme untuk pemerintah Afghanistan melalui pengembangan kapabilitas The Counter Narcotics Police of Afghanistan (CNPA) dan mencarikan mata pencarian alternatif dan Regional Programme untuk Afghanistan dan negara-negara sekitarnya melalui kerja sama penegak hukum regional dan pencegahan dan pengobatan untuk pengomsumsi narkoba. Kata kunci : UNODC, Afghanistan, Drug Trafficking, Country Programme, Regional Programme. / This study aims to determine the role of the United Nations Office on Drug and Crime (UNODC) in overcoming Drug Trafficking in Afghanistan in 2015-2020. In solving research problems, the researcher uses the concept of transnational crime, drug trafficking and the concept of international organizations. The research method used by the researcher is qualitative research. In this study, researchers also used secondary data sources. In this study it was found that the Afghan drug trade which began to develop since the 1990s has posed a threat to the people of Afghanistan and the countries in the region around Afghanistan. Therefore, UNODC in its role uses the Country Program for the Afghan government through developing the capabilities of The Counter Narcotics Police of Afghanistan (CNPA) and finding alternative livelihoods and Regional Programs for Afghanistan and surrounding countries through regional law enforcement cooperation and prevention and treatment for drug addicts.
