Abstract

Banyak negara-negara berkembang mengalami keterbatasan dalam pembangunan infrastruktur, terutama di kawasan Afrika. Negara perlu bekerjasama dengan negara lain seperti Tiongkok. Tiongkok merupakan negara yang selalu fokus pada infrastruktur, baik untuk domestik maupun luar negeri. Jalan Sabuk dan Inisiatif merupakan kebijakan pembangunan yang strategis dari Tiongkok untuk di luar negeri. Salah satu negara di Afrika Timur, Kenya memiliki keterbatasan dan hambatan dalam sektor infrastruktur. Namun mendapat bantuan proyek dari Tiongkok seperti proyek Nairobi Expressway. Terlepas dari masalah pelaksanaanya, sebagian masyarakat penerima Afrika kagum dan terbantu dari bantuan infrastruktur dari BRI Tiongkok. Oleh karena itu, penulis ingin melihat bagaimana dampak dari BRI terhadap hubungan Kenya dan Tiongkok. Penelitian ini menggunakan data sekunder (buku, jurnal, dan lain-lain) dan primer (wawancara) dengan studi kasus dalam proyek Nairobi Expressway. Dalam validasi data menggunakan triangulasi waktu. Kerangka teori yang digunakan adalah teori diplomasi publik, konsep infrastruktur dan konsep diplomasi pembagunan. Tujuan penelitian yang bersifat kualitatif tersebut adalah dapat mengetahui bentuk serta strategi diplomasi pembangunan dan diplomasi publik dari Tiongkok melalui proyek BRI terhadap infrastruktur di Kenya. Hasil penelitian menujukkan bahwa BRI dapat dijadikan sebagai diplomasi, namun dampak hubungan dengan Kenya mulai menurun karena pergantian pemerintahan disana. Selain itu, terdapat temuan dalam proyek BRI (Nairobi Expressway) memiliki aksesbilitas dalam infrastruktur, sektor pariwisata, dan penghematan sedikit untuk bahan bakar. Kata Kunci: Infrastruktur; Tiongkok; Afrika; Kenya; Diplomasi Pembangunan. / Many developing countries experience limitations in infrastructure development, especially in the African region. Countries need to cooperate with other countries such as China. China is a country that always focuses on infrastructure, both domestically and abroad. The Belt Road and the Initiative are China's strategic development policies for overseas. One of the countries in East Africa, Kenya has limitations and obstacles in the infrastructure sector. However, they received project assistance from China such as the Nairobi Expressway project. Apart from the implementation problems, some African beneficiary communities were amazed and helped by the infrastructure assistance from BRI China. Therefore, the author wants to see how the impact of the BRI has on the relationship between Kenya and China. This study uses secondary data (books, journals, etc.) and primary (interviews) with case studies in the Nairobi Expressway project. In data validation using time triangulation. The theoretical framework used is the theory of public diplomacy, the concept of infrastructure and the concept of development diplomacy. The purpose of this qualitative research is to find out the forms and strategies of development diplomacy and public diplomacy from China through the BRI project for infrastructure in Kenya. The research results show that BRI can be used as a diplomacy, but the impact of relations with Kenya has begun to decline due to the change of government there. In addition, there are findings in the BRI (Nairobi Expressway) project having accessibility in infrastructure, the tourism sector, and little savings on fuel.
