Abstract

Studi ini bertujuan untuk mengetahui peran Human Rights Watch dalam menangani isu kekerasan seksual di Somalia. Studi ini menggunakan konsep Non-Governmental Organization (NGO) yang dikemukakan oleh Clive Archer, dan kekerasan seksual untuk menjelaskan bentuk-bentuk tindakan kekerasan seksual. Dalam menjabarkan konsep tersebut digunakan metode kualitatif. Hasil dari studi ini adalah mengetahui kekerasan seksual benar-benar terjadi di Somalia, dan pelaku dalam tindakan kekerasan seksual bukan hanya dari masyarakat sipil, tetapi juga pihak pemerintah, milisi sekutu AMISOM, dan Al-Shabab. Human Rights Watch memainkan perannya dengan penelitian, mencari fakta, memberikan ide/masukan, menekan pihak pemerintah, serta memonitoring aktor politk yang terlibat dalam pelanggaran kekerasan seksual dan hak asasi manusia. This study aims to determine the role of Human Rights Watch in addressing the issue of sexual violence in Somalia. This study uses the concept of Non-Governmental Organization (NGO) proposed by Clive Archer, and sexual violence to explain forms of sexual violence. In describing the concept, qualitative methods are used. The study shows that sexual violence actually happened in Somalia, and the perpetrators of acts of sexual violence were not only from civil society, but also from the government, AMISOM allied militias, and Al-Shabab. Human Rights Watch played its role in research, seeking facts, giving ideas / input, pressing the government, and monitoring political actors involving in sexual violence and violations of human rights.
