Abstract
Penelitian ini bertujuan untuk mengetahui bagaimana pemaknaan masyarakat Kalimantan Barat terhadap proses pemindahan ibu kota negara. Teori yang digunakan dalam penelitian ini adalah teori resepsi dari Stuart Hall, yang menjelaskan bahwa terjadi proses pembuatan pesan oleh media lalu pesan akan diberikan pemaknaan oleh khalayak. Penelitian ini menggunakan metode penelitian kualitatif yang bersifat deskriptif menggunakan wawancara mendalam dengan 5 informan yang dipilih berdasarkan teknik purposive sampling dan memakai paradigma konstruktivis. Jika dikaitkan dengan teori Stuart Hall mengenai tiga posisi khalayak diketahui bahwa, 4 dari 5 informan berada pada posisi hegemoni dominan dan 1 diantaranya berada pada posisi negosiasi dengan memberikan pemaknaan alternatif bahwa pemindahan yang dianggap tidak memungkinkan di masa pandemik covid-19. Mengenai lokasi, empat informan memiliki pemaknaan hegemoni dominan dan satu informan berada pada posisi negosiasi. Terkait dampak positif dan negatif, kelima informan memberikan negatif pemaknaan yang mendominan pada dampak positif lalu memberikan pemaknaan alternatif terhadap dampak negative, sehingga menempatkan kelima informan pada posisi negosiasi. Terakhir kelima informan memiliki pemaknaan yang hegemoni dominan mengenai prosesi ritual penyatuan tanah dan air sebagai simbol penyatuan Indonesia. Kata Kunci: Pemaknaan Masyarakat, Pemindahan Ibu Kota Negara, Teori Resepsi./ This study aims to find out how the people of West Kalimantan interpret the process of moving the country's capital city. The theory used in this research is the reception theory from Stuart Hall, which explains that there is a process of making a message by the media and then the message will be given meaning by the audience. This study uses a descriptive qualitative research method using in-depth interviews with 5 informants selected based on purposive sampling technique and using a constructivist paradigm. If it is associated with Stuart Hall's theory regarding the three audience positions, it is known that, 4 out of 5 informants are in a dominant hegemonic position and 1 of them is in a negotiating position by providing an alternative meaning that transfers are considered impossible during the covid-19 pandemic. Regarding the location, four informants have a dominant meaning of hegemony and one informant is in a negotiating position. Regarding the positive and negative impacts, the five informants gave negative meanings that dominated the positive impacts and then gave alternative meanings to the negative impacts, thus placing the five informants in a negotiating position. Finally, the five informants have a dominant hegemonic meaning regarding the ritual procession of the unification of land and water as a symbol of the unification of Indonesia.
