Ibu Dr.Chontina Siahaan,SH.,M.Si F. “Strategi Humas Pemerintah Dalam Menangani Bad news Melalui Pembinaan Hubungan Dengan Media” Penelitian ini berawal dari bad news yang memberitakan tentang Kementerian Pekerjaan Umum dan Perumahan Rakyat yang menimbulkan dampak yaitu terhadap citra Kementerian Pekerjaan Umum dan Perumahan Rakyat. Penelitian ini bertujuan untuk mengetahui strategi humas Kementerian Pekerjaan Umum dan Perumahan Rakyat dalam mengatasi bad news melalui pembinaan hubungan dengan media karena humas harus bersentuhan langsung dengan media untuk mengatasi bad news. Penelitian ini peneliti menggunakan konsep two way symetrical dan teori tanggung jawab sosial sebagai landasan teori. Metode yang digunakan dalam penelitian ini yaitu penelitian kualitatif deskriptif agar dapat menjabarkan data-data yang diperoleh sedalam-dalamnya. Metode pengambilan informan menggunakan purposive sampling agar sesuai dengan kriteria informan yaitu humas Kementerian Pekerjaan Umum dan Perumahan Rakyat dan reporter media online, metode pengumpulan data yang digunakan yaitu wawancara terstruktur dan dokumentasi. Teknik analisis Miles and Huberman. Dalam memberitakan bad news media mendapatkan bahan berita dari humas Kementerian PUPR yang di share melalu grup whatsaap, melalu informasi yang tersebar di media online, dan melalui hot issue. Kemudian Strategi humas Kementerian Pekerjaan Umum dan Perumahan Rakyat dalam mengatasi bad news yaitu dengan membina hubungan dengan media seperti: memberikan bahan berita untuk di publikasi, menyiapkan ruangan media center untuk wartawan menulis berita, Mengikutsertakan media dalam press confrence dan press tour dan membangun hubungan yang personal dengan sekedar makan siang atau ngopi bersama. This study aims to determine the public relations strategy of the Ministry of Public Works and Public Housing in dealing with bad news through fostering relations with the media because public relations must be in direct contact with the media to overcome bad news. In this study, researchers used two theories, namely the two-way symmetrical theory and the theory of social responsibility as the theoretical basis of this research in order to answer the research problem. The method used in this research is descriptive qualitative research in order to describe the data obtained in depth. The method of taking informants using purposive sampling to fit the criteria of informants, namely public relations of the Ministry of Public Works and Public Housing and online media reporters, data collection methods used are structured interviews and documentation. In this study using the analysis technique of Miles and Huberman. Whereas in reporting bad news the media gets news material from the Public Relations Ministry of PUPR which is shared through the whatsaap group, through information spread in online media, and through hot issues. Then the public relations strategy of the Ministry of Public Works and Public Housing in overcoming bad news is by building relationships with the media such as: providing news material for publication, preparing a media center room for journalists to write news, involving the media in press conferences and press tours and building personal relationships. with just lunch or coffee together.
