Abstract

Kode etik profesi kepolisian adalah suatu tuntutan, bimbingan, atau pedoman moral kesusilaan untuk aparat kepolisian dalam menjalankan tugasnya secara profesional. Kode etik kepolisian merupakan daftar kewajiban dalam menjalankan suatu profesi yang disusun oleh para anggota profesi itu sendiri sehingga mengikat mereka untuk dapat menerapkan tugasnya dengan penuh rasa bertanggung jawab. Metode yang digunakan dalam penelitian ini merupakan penelitian hukum normatif yang didukung dengan penelitian empiris. Metode pendekatan yang digunakan adalah pendekatan perundang-undangan. Sumber hukum dari penelitian ini berasal dari bahan hukum primer, sekunder, tersier. Teknik pengumpulan data yang digunakan dalam penulisan skripsi adalah menggunakan teknik kepustakaan dan wawancara dengan pihak-pihak yang berkompetan. Tugas seorang polisi sangat penting dan berpengaruh untuk menjaga keamanan dan ketertiban masyarakat sebagaimana tertuang dalam Peraturan Kepala Kepolisian Negara RI No.14 Tahun 2011 Tentang Kode Etik Profesi Kepolisian. Apabila kode etik profesi polisi dilanggar oleh seorang anggota kepolisian akan meyebabkan masalah, sehingga mempengaruhi kepatuhan dalam masyarakat. Masyarakat perlu dibina untuk mentaati setiap peraturan yang berlaku supaya tercipta masyarakat yang sadar hukum. Kondisi ini sangat dipengaruhi oleh kualitas pelayanan yang profesional dan berintegritas dari seorang anggota polisi. Seorang anggota polisi harus menjadikan Kode Etik Profesi Polisi sebagai pedoman yang bukan saja tertulis diatas kertas tetapi menjadi nyata dihidupnya. / The code of ethics for the police profession is a demand, guidance, or moral moral guideline for police officers in carrying out their duties professionally. The police code of ethics is also a list of obligations in carrying out a profession that is compiled by members of the profession itself so that it binds them to be able to carry out their duties with a full sense of responsibility. The method used in this research is normative legal research which is supported by empirical research. The approach method used is the statutory approach. The legal sources of this research come from primary, secondary, tertiary legal materials. The data collection technique used in writing this thesis is to use library techniques and interviews with competent parties. The duty of a police officer is very important and influential to maintain security and public order as stated in the Regulation of the Head of the Indonesian National Police No. 14 of 2011 concerning the Code of Ethics for the Police Profession. If the code of ethics of the police profession is violated by a member of the police, it will cause problems, thereby affecting compliance in society. The community needs to be fostered to obey every applicable regulation in order to create a society that is aware of the law. This condition is greatly influenced by the quality of service that is professional and with integrity from a member of the police. A member of the police must make the Code of Ethics of the Police Profession a guide that is not only written on paper but becomes real in his life.
