Abstract

Internasionalisasi isu pelanggaran hak asasi manusia (HAM) di Papua mulai ketika jajak pendapat yang disebut Penentuan Pendapat Rakyat (PEPERA) tahun 1969 di Papua Barat. Hasil PEPERA itu tidak memuaskan masyarakat Papua, sehingga terjadi pembentukan kelompok yang dilakukan oleh tokoh-tokoh Papua. Internasionalisasi pelanggaran HAM di Papua disebabkan oleh tiga alasan mendasar: pertama, pelanggaran HAM yang terjadi di Papua belum ada proses penanganan yang jelas oleh pemerintah. Kedua, pelaku pelanggaran HAM di Papua dibiarkan tanpa ada proses pengadilan hingga perkara tertutup. Ketiga, pemerintah membatasi ruang gerak aktivis kemanusiaan di Papua. Skripsi ini menjelaskan faktor penyebab internasionalisasi isu pelanggaran HAM di dunia internasional. Teori dan konsep yang digunakan antara lain konstruktivisme, internasionalisasi dan HAM. Medote penelitian yang digunakan adalah penelitian deskriptif yang meneliti kejadian internasionalisasi isu HAM Papua dari tahun 2012 hingga 2015. Teknik pengumpulan data menggunakan studi pustaka (Library Research) untuk mendapatkan data sekunder, kemudian data tersebut dianalisis secara deskriptif. Hasil penelitian menunjukkan bahwa terjadi pergerakan internasionalisasi isu pelanggaran hak asasi manusia ke luar negeri yang dilakukan oleh aktivis Papua melalui organisasi The United Liberation Movement for West Papua (ULMWP) untuk mencari perhatian dan dukungan internasional. Kata Kunci : Papua, HAM, Internasionalisasi, Pemerintah Indonesia, ULMWP The internationalization of the issue of human rights violations (human rights) in Papua, begins when the polls called Act of free choice (PEPERA) in 1969 happened in West Papua. The results were unsatisfied Papua community, so some groups consist Papuan figures emerged. The internationalization of human rights violations in Papua is caused by three reasons, the first human rights violations that occurred in Papua, there has been no clear response by the Government. Secondly, the perpetrators of human rights violations in Papua were left without any court proceedings until the matter is closed. Third, the Government limits the space motion of humanitarian activists in Papua. This thesis describes the cause factor of internationalization issues of human rights violations in the world. Theory and concepts, which are used, among others, constructivism, internationalization and human rights. Research method used is descriptive analysis to examine the incidence of internationalization human rights issues of Papua from 2012 to 2015. Data collection technique used is literature study for getting secondary data, then the data analyzed descriptive. The results showed that there is movement of the internationalization of the issue of human rights violations abroad conducted by Papua activists through the organization United Liberation Movement for West Papua (ULMWP) to seek attention and international support.
