Abstract
Ketahanan energi nasional merupakan elemen strategis yang memegang peranan penting dalam pembangunan berkelanjutan suatu negara, khususnya dalam menghadapi tantangan globalisasi dan perubahan iklim. Penelitian ini bertujuan untuk menganalisis ketahanan energi nasional Indonesia selama periode 2013-2022, dengan menggunakan pendekatan empat pilar ketahanan energi yaitu ketersediaan (availability), aksesibilitas (accessibility), akseptabilitas (acceptability), dan keterjangkauan (affordability). Data yang digunakan dalam penelitian ini meliputi tujuh indikator energi yang disusun berdasarkan Sustainable Energy Development Index (SEDI), yang mencakup aspek ekonomi, lingkungan, dan sosial dari keberlanjutan energi. Penelitian ini mengadopsi metodologi kuantitatif dengan analisis data sekunder yang diperoleh dari sumber-sumber terpercaya, seperti laporan dari Kementerian Energi dan Sumber Daya Mineral (ESDM). Analisis dilakukan dengan menggunakan metode normalisasi data dan analisis korelasi untuk mengidentifikasi hubungan antara indikator-indikator energi dengan empat pilar ketahanan energi nasional. Hasil analisis menunjukkan bahwa ketersediaan energi mengalami peningkatan yang signifikan seiring dengan berkembangnya energi terbarukan, namun masih ada tantangan dalam mengurangi ketergantungan pada energi fosil. Aksesibilitas energi menunjukkan peningkatan, terutama melalui program elektrifikasi dan pengembangan infrastruktur transportasi, meskipun wilayah terpencil masih menghadapi tantangan dalam mengakses energi. Di sisi lain, akseptabilitas energi mengalami peningkatan seiring dengan meningkatnya penggunaan energi terbarukan dan kebijakan lingkungan yang lebih ketat. Namun, masih diperlukan edukasi lebih lanjut kepada masyarakat mengenai pentingnya transisi energi bersih. Keterjangkauan energi terus membaik berkat kebijakan subsidi dan insentif yang diterapkan oleh pemerintah, meskipun biaya investasi awal untuk energi terbarukan perlu dikelola dengan baik agar transisi energi tetap terjangkau bagi masyarakat. Penelitian ini memberikan rekomendasi kebijakan untuk meningkatkan ketahanan energi nasional, termasuk pengembangan infrastruktur energi terbarukan, peningkatan aksesibilitas energi di wilayah 3T (Tertinggal, Terdepan, Terluar), kampanye edukasi tentang energi bersih, dan pengembangan teknologi hemat energi. Dengan implementasi kebijakan yang tepat, diharapkan Indonesia dapat mencapai ketahanan energi yang berkelanjutan dan memenuhi komitmen transisi menuju Net Zero Emission di masa depan. Kata Kunci: ketahanan energi, energi terbarukan, empat pilar ketahanan energi, Sustainable Energy Development Index (SEDI), Indonesia. / National energy resilience is a strategic element that plays a crucial role in the sustainable development of a country, particularly in facing globalization challenges and climate change. This research aims to analyze Indonesia's national energy resilience from 2013 to 2022, using the four pillars of energy resilience: availability, accessibility, acceptability, and affordability. The data used in this study include seven energy indicators based on the Sustainable Energy Development Index (SEDI), which cover economic, environmental, and social aspects of energy sustainability. This study adopts a quantitative methodology using secondary data analysis obtained from reliable sources such as reports from the Ministry of Energy and Mineral Resources (ESDM). The analysis was conducted using data normalization and correlation analysis methods to identify the relationship between energy indicators and the four pillars of national energy resilience. The analysis results show that energy availability has significantly increased along with the development of renewable energy, although challenges remain in reducing dependence on fossil fuels. Energy accessibility has improved, particularly through electrification programs and the development of transportation infrastructure, although remote areas still face challenges in accessing energy. On the other hand, energy acceptability has increased with the growing use of renewable energy and stricter environmental policies. However, further education for the public regarding the importance of clean energy transition is still needed. Energy affordability continues to improve due to subsidy and incentive policies implemented by the government, although the initial investment cost for renewable energy must be managed well to ensure an affordable energy transition for the public. This study provides policy recommendations to enhance national energy resilience, including the development of renewable energy infrastructure, improving energy accessibility in the 3T regions (underdeveloped, frontier, and outermost areas), clean energy awareness campaigns, and the development of energy-efficient technologies. With the appropriate policy implementation, Indonesia is expected to achieve sustainable energy resilience and fulfill its commitment to transitioning towards Net Zero Emissions in the future.
