Abstract

Dalam kajian manajemen risiko, rework adalah kejadian yang tidak diinginkan, sebagai dampak dari adanya kualitas yang buruk. Rework merupakan pekerjaan yang berulang yang tidak ada di dalam rencana anggaran biaya pelaksanaan dan tidak mempunyai lawan biaya, sehingga dapat berdampak pada tercapainya sasaran laba proyek dan perusahaan. Bagi perusahaan penyedia jasa konstruksi, rework sangat dihindari. Selain untuk mengetahui proses bisnis pada proyek pembangunan Gedung Apartemen Arandra Residence dan Tamansari Urbano oleh PT. Wika Gedung Tbk sebagai penyedia jasa, penelitian ini bertujuan melakukan analisis manajemen risiko terhadap aspek penyebab rework dan mengetahui dampak kejadian tidak diinginkan (KTD) dari rework melalui mekanisme assesmen risiko pada kedua proyek tersebut. Mitigasi sebagai langkah mencegah terjadinya rework pada proyek pembangunan Gedung apartemen juga menjadi bagian dari penelitian ini. Penelitian ini menggunakan analisis deskriptif kualitatif. Diketahui Proyek pembangunan Gedung Apartemen Arandra Residence adalah bagian dari lini bisnis Konstruksi, sedangkan proyek pembangunan Gedung Apartemen Tamansari Urbano adalah bagian dari lini bisnis Investasi dan Konsesi dari PT. Wika Gedung Tbk. Faktor rework yang dapat diidentifikasi dalam beberapa aspek sebagai penyebab KTD antara lain: (1) Construction Planning & Scheduling, kondisi dimana sering terjadi perubahan desain yang berulang mempunyai tingkat risiko paling tinggi; (2) Leadership & Communication dengan tingkat risiko tinggi, adalah kurangnya koordinasi dilapangan; (3) Material & Equipment Supply dengan tingkat risiko tinggi, material yang digunakan tidak sesuai spesifikasi; (4) Human Resources Capability dengan tingkat risiko tinggi, terdapat kondisi pekerja yang kurang berpengalaman; (5) Engineering & Review dengan tingkat risiko sedang, kondisi kegagalan penerapan metode kerja tidak sesuai dengan rencana atau prosedur. Sedangkan dampak dari Faktor rework yang memiliki dampak esktrem adalah (1) Terjadinya perubahan desain yang berulang; (2) Minimnya koordinasi Tim di lapangan; (3) Ketidakjelasan gambar shop drawing; (4) Kurangnya kerjasama tim; (5) Penggunaan material tidak sesuai spesifikasi; serta (6) kurangnya komitmen antara QA dan QC terkait pelaksanan dilapangan. Upaya mitigasi yang diperlukan dalam pembangunan apartemen antara lain seperti memperjelas kesepakatan mengenai komitmen kontrak antara owner dan kontraktor; meningkatkan koordinasi lapangan antar stakeholder (internal & eksternal); peningkatan sumber daya manusia, dan perbaikan system manajemen internal perusahaan (operasional, keuangan, legal, pemasaran). / In risk management studies, rework is an undesirable event, as a result of poor quality. Rework is repetitive work that is not in the implementation cost budget plan and has no cost opponent, so that it can have an impact on achieving project and company profit targets. For construction service providers, rework is avoided. In addition to knowing the business process in the construction project of Arandra Residence Apartment Building and Tamansari Urbano by PT. Wika Gedung Tbk as a service provider, this study aims to conduct a risk management analysis of the aspects that cause rework and determine the impact of unwanted events (KTD) from rework through a risk assessment mechanism in the two projects. Mitigation as a step to prevent rework in apartment building construction projects is also part of this study. This study used qualitative descriptive analysis. This study used qualitative descriptive analysis. It is known that the Arandra Residence Apartment Building construction project is part of the Construction business line, while the Tamansari Urbano Apartment Building construction project is part of the Investment and Concession business line of PT. Wika Gedung Tbk. Rework factors that can be identified in several aspects as causes of KTD include: (1) Construction Planning & Scheduling, conditions where there are frequent repeated design changes have the highest level of risk; (2) Leadership & Communication with a high level of risk, is a lack of coordination in the field; (3) Material & Equipment Supply with a high level of risk, the material used is not according to specifications; (4) Human Resources Capability with a high level of risk, there are conditions of inexperienced workers; (5) Engineering & Review with a moderate level of risk, the condition of failure to implement work methods is not in accordance with the plan or procedure. While the impact of rework factors that have an extreme impact is (1) The occurrence of repeated design changes; (2) Lack of team coordination in the field; (3) Vagueness of shop drawings; (4) Lack of teamwork; (5) The use of materials is not in accordance with specifications; and (6) lack of commitment between QA and QC related to field implementation. Mitigation efforts needed in apartment construction include clarifying agreements on contract commitments between owners and contractors; improve field coordination among stakeholders (internal &; external); Improvement of human resources, and improvement of the company's internal management system (operational, financial, legal, marketing).
