Abstract

Penelitian ini bertujuan untuk menganalisis peran bahasa dalam mengikat hubungan bilateral antara Portugal dan Timor-Leste. Penelitian ini menggunakan metode analisis deskriptif dengan pendekatan kualitatif untuk mengeksplorasi bagaimana bahasa mempengaruhi hubungan bilateral antara kedua negara. Hasil, penelitian menunjukkan bahwa bahasa memiliki peran sentral dalam mengikat hubungan bilateral antara Portugal dan Timor-Leste. Bahasa Portugal sebagai bahasa resmi dan bahasa pengantar dalam sistem pendidikan Timor-Leste, serta bahasa tetum sebagai bahasa nasional Timor-Leste, telah menjadi sarana komunikasi dan penghubung antara kedua negara. Selain itu, penggunaan bahasa juga memperkuat hubungan sosial dan kultur, ekonomi, dan politik antara Portugal dan Timor-Leste. Metode penelitian ini melibatkan pengumpulan data sekunder. Data sekunder diperoleh melalui dokumen resmi, laporan kebijakan, dan literatur terkait, juga digunakan untuk mendukung analisis. Penelitian ini mengadopsi kerangka konseptual Identitas Kolonialisasi dan Diplomasi Budaya terkait untuk menganalisis peran bahasa sebagai pengikat hubungan bilateral. Faktor-faktor seperti penggunaan bahasa resmi, bahasa pengantar dalam perjanjian politik dan perdagangan, dan kerjasama dalam bidang pendidikan dan budaya akan dianalisis untuk memahami dampak bahasa dalam meningkatkan kerjasama bilateral. Kesimpulannya, bahasa memainkan peran penting dalam mengikat hubungan bilateral antara Portugal dan Timor-Leste. Penggunaan bahasa yang efektif dapat memperkuat hubungan bilateral antara negara-negara yang berbeda bahasa dan budaya. / This research aims to analyze the role of language in binding bilateral relations between Portugal and Timor-Leste. This research uses a descriptive analysis method with a qualitative approach to explore how language affects bilateral relations between the two countries. The results show that language has a central role in binding bilateral relations between Portugal and Timor-Leste. Portuguese as the official language and language of instruction in Timor-Leste's education system, as well as Tetum as the national language of Timor-Leste, has become means of communication and connection between the two countries. In addition, language use also strengthens the social and cultural, economic and political relations between Portugal and Timor-Leste. This research method involves secondary data collection. Secondary data obtained through official documents, policy reports, and related literature, were also used to support the analysis. This research adopts the conceptual framework of colonialism identity and related cultural diplomacy to analyze the role of language as a binder of bilateral relations. Factors such as the use of official languages, languages of instruction in political and trade agreements, and cooperation in education and culture will be analyzed to understand the impact of language in enhancing bilateral cooperation. In conclusion, language plays an important role in binding bilateral relations between Portugal and Timor-Leste. Effective use of language can strengthen bilateral relations between countries that differ in language and culture.
