Abstract

Manusia sebagai mahluk sosial yang saling membutuhkan sehingga manusia yang satu tidak bisa dipisahkan dengan yang lainnya. Begitu juga dengan perkebunan (pengelola) dan pemilik lahan, mereka juga merupakan dua golongan yang sulit untuk dipisahkan, pekebun (pengelola) akan kesulitan untuk mencari nafkah tanpa ada lahan dan pemilik lahan. Permasalahan dalam penelitian ini adalah bagaimana bentuk perjanjian masyarakat kecamatan Silat Hilir di Kalimantan Barat dalam pola kemitraan plasma terhadap perkebunan kelapa sawit di PT. Riau Agrotama Plantation dan faktor apa saja yang menghambat tidak terlaksananya isi perjanjian dalam pola kemitraan plasma antara PT. Riau Agrotama Plantation. dalam penelitian ini penulis menggunakan metode penelitian empiris, metode penelitian empiris merupakan suatu sumber pengetahuan yang diperoleh dari observasi atau melakukan wawancara ke narasumber yang terkait dalam penelitian dengan lokasi di kecamatan Silat Hilir Kalimantan Barat. Perjanjian sangat penting dalam kemitraan, bentuk dari perjanjian kemitraan plasma dalam bentuk tertulis dan bekerjasama dengan KUD dalam bermitra. Faktor yang menghambat tidak terlaksananya isi perjanjian tersebut antara lain, faktor data, infrastruktur dan faktor pembagian hasil. Perjanjian kemitraan sangat penting bagi masyrakat tani, dimana dalam kemitraan mengutamakan kerjasama yang baik antara perkebunan inti dengan perkebunan plasma, adanya kemitraaan ini dapat mensejahterakan masyaarakat setempat. Penundaan penyelesaian permasalahan akan berakibat pada lemahnya hasil produktifitas kinerja untuk memanen buah kelapa sawit. Permasalahan yang timbul harus diselesaikan dengan cara yang efektif dan memberikan keuntungan bagi para pihak. Kata Kunci : Perjanjian, sewa lahan, pola Kemitraan plasma, perkebunan kelapa sawit Humans as social beings who need each other so that one person cannot be separated from the others. The problem in this study is how the form of community agreement in Silat Hilir sub-district in West Kalimantan is in the plasma partnership pattern of oil palm plantations at PT. Riau Agrotama Plantation and any factors that hinder the implementation of the agreement in the plasma partnership pattern between PT. Riau Agrotama Plantation in this study the author uses empirical research methods, empirical research methods are a source of knowledge obtained from observation or conducting interviews with related sources in research. The agreement is very important in partnership, the form of plasma partnership agreement is a written form and in partnership has the objective to expand opportunities to streamline each business, so that both parties benefit from each other. Factors that hinder the implementation of the contents of the agreement include data, infrastructure and profit sharing factors. The partnership agreement is very important for the farming community, where in the partnership prioritizes good cooperation between the nucleus plantations and plasma plantations, the existence of this partnership can prosper the local community. Delays in resolving problems will result in weak results of performance productivity to harvest oil palm fruit. Problems that arise must be resolved in an effective way and provide benefits for the parties. Keywords : Agreement, Partneship.
