Abstract

Fungsi trotoar sering kali disalahgunakan oleh pedagang kaki lima (PKL), terutama di kawasan perkotaan. Padahal fungsinya sudah diatur, baik dalam Undang-Undang Nomor 22 Tahun 2009 pasal 45 ayat 1, maupun dalam Peraturan Pemerintah Nomor 34 Tahun 2006 pasal 34 ayat 4, bahwa fungsi trotoar hanya diperuntukkan bagi lalu lintas pejalan kaki. Trotoar merupakan fasilitas yang dibuat dan berfungsi untuk pejalan kaki, namun sering kali PKL melanggar akan fungsi tersebut. Trotoar-trotoar yang seharusnya digunakan oleh pejalan kaki, lebih sering digunakan oleh PKL, apalagi pada trotoar di sepanjang kampus UKI. Tujuan dari penelitian ini adalah untuk melihat bagaimana pejalan kaki dan PKL memaknai fungsi trotoar yang ada di sepanjang jalan kampus UKI, penelitian ini menggunakan paradigma konstruktivisme dengan pendekatan kualitatif. Teori yang digunakan dalam penelitian ini adalah teori interaksi simbolik mazhab Herbert Blumer, hasil dari penelitian menunjukkan bahwa pejalan kaki dan PKL memiliki pamaknaan yang berbeda terhadap makna fungsi trotoar, khususnya trotoar yang ada di depan kampus UKI. Though its function has been regulated, both in Law Number 22 Year 2009 article 45 paragraph 1, and in Government Regulation Number 34 Year 2006 article 34 paragraph 4, that the sidewalk function is only intended for pedestrian traffic. Sidewalks are facilities that are built and work for pedestrians, but often street vendors violate these functions. The sidewalks that should be used by pedestrians are more often used by street vendors, especially on sidewalks along the UKI campus. The purpose of this study is to see how pedestrians and street vendors interpret the pavement functions along the UKI campus roads, this study uses a constructivist paradigm with a qualitative approach. The theory used in this study is the theory of symbolic interaction of the Herbert Blumer school, the results of the study show that pedestrians and street vendors have a different meaning to the meaning of the function of the sidewalk, especially the sidewalk in front of the UKI campus.
